I.  The duration and summary scope of the contract: The construction period is 10 months. The project includes these sub-projects:

  • Multifunctional Emergency Service Center
  • Parking area
  • Point view

The service center is located near the beach of Palase, along the main road to the shore.

This center will include civil emergency functions such as health centers, police stations, fire brigades, border posts and helicopter landing place. The purpose of this center is to serve the citizens and tourists of the Ionian coast mainly during the tourist season for any emergencies and occasions. This emergency center will serve to all the beach areas along Palase, Dhermi village, Drimadhe and Dhermi beach and other touristic sites located in the zone.

The center is designed along the beach edge for faster access. Every service in the center has its own building. And all the buildings have a common square. This square serves as landing area or platform for helicopters. Works will include concrete works, infrastructure works, masonry, plastering electric etc.

The architecture of the center and the objects in particular respects the terrain by having a clean approach and integrating with nature.

View point is located in the nation road Vlora – Himare, between Gjileke neighborhoods and Dhermi Village. This are foreseeing the rehabilitation of the landscape which actually is in very poor conditions due to the debris left over after the demolition process of informal constructions. The area will be transformed in a recreative place in line with the other intervention in the zone.

The next spot is the parking area. This are foreseeing the rehabilitation of the old quarry on the right side of the road Vlore – Himare just after Dhermi village. This area will be transformed in a public parking which will serve to tourists and habitants of the lately reconstructed village. The works to be executed are excavations, gabion walls, gravel layers and greenage works.

The Site is located at Himara municipality.

 

II.  The selection method used: The Most Advantageous Bid.

III.  The Bidder submitting the successful Bid: “Gjikuria” shpk.

IV.  The Contract price of the successful Bid: 93,897,546 ALL (net of VAT) – 112,277,815 ALL (VAT included).

V.  The Bidders who submitted a Bid:

  2. JV “Leon Konstruksion” shpk & “Llazo” shpk
  3. “Arifaj” shpk

 

VI.  The bid prices as read out at opening of financial parts of bids:

  1. “Gjikuria” shpk – 93,897,546 ALL (net of VAT) – 112,277,815 ALL (VAT included).

 

VII.  The bid prices as evaluated:

VIII.  The unsuccessful bidders and the reasons the bids were unsuccessful:

1) JV “Leon Konstruksion” shpk & “Llazo” shpk. The bid is not substantially responsive as follows:

ITB 19.1. and 19.3. The Bid Validity Period shall be 91 days starting from the date of the deadline for Bid submission and shall be valid for twenty-eight (28) days beyond the original validity period of the Bid.

The Bid Security submitted by the Bidder expires on December 10, 2019, which is an earlier date than the date specified on procurement documents.

Bid Evaluation Committee didn’t continue with further verifications.

 

2)  “Arifaj” shpk

The bid does not meet the qualifying criteria, conforming to all the terms, conditions and specifications of the Bidding Documents as follows:

4.2 (a)  Specific Construction Experience. The criterion is not fulfilled. The bidder submitted the following contracts:

  1. Reconstruction of National Road – Iballe, lot 1 started on 3/2013 and completed in 12/2015. Value of the works is 480,563,277. The bidder is 60%participant in this contract.

This contract cannot be taken in account as it is not similar with the requested one.

  1. Reconstruction of National Road – Iballe, lot 2 started on 5/2014 and completed in 12/2015. The value of the works is 356,878,885 ALL.

This contract cannot be taken in account as it is not similar with the requested one.

  1. Reconstruction of promenade “Josif Budo” and “Indrit Cara”, reconstruction of the mosque square Kubelie, Kavaje started on 7/2014 and completed on 6/2015. The value of the works is 199,722,293 ALL. The bidder is 82 % participant.

This contract cannot be taken in account as it is not      similar with the requested one.

  1. Requalification of Central Urban Square in Kukes city started in 7/2015 and completed on 6/2016. The value of the works is 155,216,512 ALL.

This contract cannot be taken in account as it is not      similar with the requested one.

  1. Reconstruction of road Soda Forest started on 5/2017 and completed on 12/2018. The value of the works is 275,040,454 ALL.

This contract cannot be taken in account as it is not      similar with the requested one.

  1. Construction of Transballkanika road, phase 1 and 2 started on 3/2016 and completed on 11/2016. The value of the works is 141,697,174 ALL.

This contract cannot be taken in account as it is not      similar with the requested one.

  1. Urban Requalification of road ‘Muhamet Gjollesha – Myslym Shyri, Kavaja road started on 6/2016 and completed on 3/2017. The value of the works is 105,142,355 ALL.

This contract cannot be taken in account as it is not      similar with the requested one.

  1. Rehabilitation of Saranda staircase started on 12/2017 and completed on 12/2018. The value of the works is 95,390,574 ALL.

This contract cannot be taken in account as it is not      similar with the requested one.

  1. Reconstruction of the Velipoja Road, Arch Berdice – Baks lot2 started on 6/2017 and completed on 3/2019.

This contract cannot be taken in account as it is not      similar with the requested one.

None of the above projects can be taken considered as similar as they are road reconstruction or infrastructure reconstruction. The service required refers to new building construction.

4.2 (b)  Specific Construction Experience. The criterion is not fulfilled. The bidder has executed the following volumes:

i.  Concrete works: 5,858 m3 completed during 2015 executed in the project for Reconstruction of Promenade Josif Budo and Indrit Cara, Requalification of Central Urban Square Kukes and Construction of Social Building Durres.

ii.  Stone tile works: 15,702 m2 in the reconstruction of Pomenade Josif Budo and Indrit Cara during year 2015

iii.  Gabion walls: 5,626 m2 executed in the project for Reconstruction of road Kukes Shishtavec lot 1 during year 2014.

The other volumes declared under this specific requirement form the bidder are masonry works or slope protection with mesh works and therefore cannot be considered similar.

iv.  Slope seeding works: 47,850 m2 executed during 2018 in the contract for the Construction of west by pass Shkoder.

 

IX.  The standstill period is 10 days.
