Assignment Title: “Mobility Plan and Detailed Design of Project Investments for Integrated Urban Upgrading of Gjirokastra”

The Government of Albania has received financing from the World Bank toward the cost of the Project for Integrated Urban and Tourism Development (PIUTD), and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include: “Mobility Plan and Detailed Design of project investments for Integrated Urban Upgrading of Gjirokastra”.

 

Main Goal of this Assignment

 

The objective of this consultancy is to support the implementation of Component 1 of the PIUTD project to upgrade Gjirokastra city, by regenerating its historic center and cultural values and becoming a cultural tourism hub in the Southern Albania. The project aims at improving livability by protecting the environment and developing the core and buffer zone of the heritage area of Gjirokastra City by (i) conducting mobility assessment in the study area and develop a mobility plan (including practical and cost-effective measures to overcome the identified urban transport mobility challenges); (ii) identification and prioritization of Year 2-5 cohesive investment program to be financed under PIUTD; (iii)development of preliminary designs, guidelines and preliminary estimates for the investment projects selected for PIUTD financing; and,(iv)development of detailed designs for selected investments projects and support the Client in the preparation of the bidding documents, for approved investment projects.

 

The Consultant will carry out the following main activities for design services:

 

Task 1: Carry out a rapid desk-review, including stocktaking and preparation of a work-plan; Prepare the Inception Report which has to take into consideration the previous Inception Report for IUDC Gjirokastra consultancy and build upon on what has been done before in order to avoid repetition of works. (the Previous Inception Report will be made available to the consultant upon Contract Commencement of Works)

 

Task 2: Conduct an urban and mobility assessment and develop a customized mobility plan, as well as an Integrated Urban Upgrading Development Vision, focusing on improving the accessibility and interconnectivity of different transport modes in the historic core, improving public transport and non-motorized transport infrastructure/services that are sustainable and environmentally friendly for the entirety of the project area. Based on the mobility plan, and Development Vision identify and list cohesive integrated investments program (projects) that contribute to make effective this mobility strategy. Prioritize the investment projects proposed and recommend the package of projects to be implemented within the available investment package under this consultancy. Prepare project briefs for each project investment composing the integrated investment program;

 

Task 3: Prepare final preliminary designs, technical report, and preliminary cost estimates for the investment projects selected for PIUTD financing based on available envelope for Gjirokastra; and,

 

Task 4: Prepare detailed designs, BoQs, technical specifications, technical reports, ESIA reports and works schedule for selected priority investment projects to make them ready for bidding;

 

Albanian Development Fund (ADF), now invites eligible companies (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (Summary of relevant experience of the firm, description of similar assignments, experience in similar conditions, CV for the key personnel, letters of recommendation, etc.).  The consultant should be a Firm. Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.

 

The consultant must meet the following qualification criteria (i) At least 10 years of previous experience similar to the assignment; (ii) At least 2 similar contracts implemented within the last 5 years.

The consultant should have a multi-disciplinary team of 9 key staff professional and technical personal will be required for the execution of the project as follows:

 

  • Team Leader – Architect/Urban Designer/ Urban Planner (Core Team International)- M. Sc. in Architecture or equivalent with postgraduate qualifications/experience in Conservation/Restoration of Build Heritage or Management of Cultural Heritage Sites,

 

 

with at least 10 years international postgraduate experience in Architecture /Urban Planning & Project Management;

  • Urban Transport Planner (Core team International)- M. Sc. in Urban Transport Planning/ AICP license or relevant certificates are preferred, with at least 10 (ten) years postgraduate professional experience working in projects in urban transport planning in particular conducting urban transport mobility assessment and developing sustainable urban mobility strategies of cities in Europe or tourist cities with historical heritage sites;
  • Transport Engineer (Core team, International)- M.Sc. In Transport Engineering, with at least 10 (ten) years of postgraduate experience in designing projects related to urban transport (roads, parking, etc.), with expertise in mobility;
  • Architect/Urban Designer/Urban Planner (Core team, Local)- M.Sc. in Architecture/Urban Planning or qualification in the relevant fields, with at least15(ten) years of postgraduate experience in designing projects related to Architecture/Urban Design and Urban Planning with particular focus on Cultural Heritage and historic urban centers;
  • Civil Engineer (Core team, Local)-M.Sc. in Construction Engineering, with at least 10 (ten) yrs. postgraduate exp. in designing projects in civil engineering;
  • Cultural Heritage Expert (Core team International or Local)- M.Sc. in Architecture/Urban Planner with postgraduate qualifications in Conservation/Restoration in Cultural Heritage Sites or Build Heritage, with at least 10 (ten) years postgraduate experience in designing projects in interventions of conservation/restoration/requalification in build heritage;
  • Topographic Engineer (Local team) – M.Sc. in Topographic Engineering, with at least 10 (ten) yrs. postgraduate experience in topographic surveys. GIS Expertise;
  • Environmental Specialist (Local team) – With at least 5 years relevant postgraduate qualifications experience in the relevant field. Certified for Environmental Impact Assessment- EIA, from the National Licensing Center for EIA, National Registration Center extract.
  • Hydro technical Engineer (Local team) -M.Sc. in Hydro Technical Engineering, with at least 10 (ten) yrs. postgraduate exp.in designing projects related to navigation, flood control, erosion control, fisheries and structure close to the sea coast and similar to the scope of this consultancy;

 

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011, revised July 2014), setting forth the World Bank’s policy on conflict of interest.

 

The consultant should be a Firm. The selection method to be applied is Consultant Qualifications (CQ), in accordance with the procedures set out the World Bank’s Guidelines Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers” (January 2011, revised July 2014).

 

The consultant Services should be performed within 11 months period, and the level of inputs required is 46 man/months. The firm will be contracted for these services under a lump sum contract.
