Assignment Title: “Detailed Designs and Construction Supervision for Infrastructure for Viewpoints along the touristic circuit in Southern Albania

The Government of Albania has received financing from the World Bank toward the cost of the Project for Integrated Urban and Tourism Development (PIUTD), and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include: Detailed Designs and Construction Supervision for Infrastructure for Viewpoints along the touristic circuit in Southern Albania”.

 

Main Goal of this Assignment

 

The objective of this consultancy is to support the implementation of Component 2 of the PIUTD project by upgrading selected sites selected along the tourism corridor and vicinity of the project area of PIUTD adding value to the concept of southern of Albania for the benefit of tourists and residents through: developing concept project ideas, detailed designs for the selected sites including their associated infrastructure (e.g. parking areas, safe crossing, interpretation, signage etc.)and conducting technical supervision of works. The viewpoints should also be developed with a strong emphasis on site and landscape cultural and natural values by assuring consistency across sites (e.g. strong interpretation in signs, symbols, etc.), and investments’ sustainability, aiming at identifying low-maintenance and high-durability materials, and outlining clear responsibilities’ and site management practices.

 

The purpose of this assignment is to obtain design and supervision services as follows:

 

Phase A:Design Services and Management Plans“:

 

  • Carry out a rapid inception desk-review, including stocktaking and preparation of a Work-Plan;
  • Prepare concept designs for the prioritized investment projects within the project area, aimed to comply with the PIUTD package of financing and guidelines; Prepare detailed

 

designs, BoQs, technical specifications, technical reports and works schedule for selected sites so that they are ready for bidding;

  • Prepare a Site Management and Maintenance Plan(SMMP) that covers all the selected sites, which will provide sustained stewardship, as well as, management and maintenance to the integrated facilities and services along the circuit in the long term.

 

During this phase the consultant will carry out the following activities:

 

  • Task 1: Inception Report and Working Plan
  • Task 2: Develop Concept Projects Designs for each site.
  • Task 3: Detailed Designs

 

Phase B: “Supervision of Works Services”

 

During this phase the Supervision of the contracted civil works from the shortlist of those viewpoints (with the most potential to contribute to the overall enhance of the tourism experience along the tourism circuit) projects including monitoring, inspection, and reporting supervision activities. The consultant will carry out the following activities:

 

  • Activity 1: Inception Phase
  • Activity 2: Construction Phase
  • Activity 3: Defects Liability Period

 

Albanian Development Fund (ADF), now invites eligible companies (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (Summary of relevant experience of the firm, description of similar assignments, experience in similar conditions, CV for the key personnel, letters of recommendation, etc.).  Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.

 

The consultant must meet the following qualification criteria (i) At least 10 years of previous experience similar to the assignment; (ii) At least 2 similar contracts implemented within the last 5 years.

The consultant should have for both phases a team of experts and technical personnel will be required for the execution of the project as follows:

 

Detail Design Phase:  A multi-disciplinary team of 6 key staff professional and technical personal will be required for the execution of the project.

 

The key team composition for the Concept and Detail Design phase shall be as below:

 

  • Team Leader – Architect/Urban Designer/Urban Planner (Core Team International)- M. Sc. in Architecture or equivalent with postgraduate qualifications in Urban Planning & Urban Design, with at least 10 years international experience in Architecture /Urban Planning & Urban Design;
  • Architect/Urban Designer/Urban Planner (Core team_ Local)- M. Sc. in relevant field or equivalent (expertise and technical background to complement the qualifications of the Team Leader, rather than duplicating), with at least 10 years in designing projects related to Architecture and/or Urban design and Urban Planning;
  • Landscape Architect (Core team) – Graduated in Landscape Architecture or M.Sc. in Architecture or Urban Planning, with at least 5 years postgraduate qualifications experience in Landscape Architecture;
  • Construction Engineer -M.Sc. in Construction Engineering, with at least 7 years postgraduate qualifications experience in construction projects design.
  • Tourism Management Expert-(International)- M. Sc., in relevant fields, with at least 10 years postgraduate experience in Tourism Management and Product development;
  • Environmental Specialist (Local team) – With at least 5 years relevant postgraduate qualifications experience in the relevant field. Certified for Environmental Impact Assessment- EIA, from the National Licensing Center for EIA, National Registration Center extract.

 

Supervision phase: The Consultant shall provide an experienced construction supervision and contract administration team of 5 key staff with proven technical and managerial competence and experience in the supervision of construction works under World Bank Conditions of Contractor, Albanian Legislation and internationally recognized contract conditions used by IFI’s.

 

The key team composition for the supervision phase shall be as below:

 

  • Team Leader (Key staff 1)- He/she shall have at least a Master (3+2) or equivalent University Degree in Civil Engineering/Architecture, with at least 10 years international postgraduate experience in Architecture and Urban Planning & Project Management;
  • Site Supervision Engineer – (Key staff 2) – He/she shall have at least a Master (3+2) or equivalent University Degree in Civil Engineering, with at least 8 years in design/supervision/construction of infrastructure projects (roads, urban infrastructure, buildings, etc.).
  • Material Engineer – (Key staff 3)-He/she shall have at least a Master (3+2) or equivalent University Degree in Civil Engineering, with at least 10 (ten) years of material engineer experience in design/supervision/construction projects;

 

  • Environmental and Occupational Health and Safety Specialist (Key staff 4)-University Degree in Environmental Engineering Environmental Science, Natural Resource Management or equivalent, with at least 8 (eight) years on environmental engineering;
  • Quantity Surveyor/Engineer (Key staff 5) – He/she shall have at least a University Degree in Civil Engineering or equivalent, with at least 8 (eight) years of topo-surveying experience in design/supervision/ construction of large infrastructure projects;

 

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011, revised July 2014), setting forth the World Bank’s policy on conflict of interest.

 

The consultant should be a Firm. The selection method to be applied is Consultant Qualifications (CQ), in accordance with the procedures set out the World Bank’s Guidelines Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers” (January 2011, revised July 2014).

 

Design Services should be performed within 7 months period, and the level of inputs required is 15.5 man/months. The firm will be contracted for the design phase under a lump sum contract.

Supervision Services should be performed within 8 months period, and the level of inputs required is 14.5 man/months. The firm will be contracted for the supervision phase under a time base contract.
