  1. Funding DetailsThe above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the above named contract(s).Additional financing information:
    The Albania Infrastructure and Tourism-Enabling Project “the Project” is financed by the European Union through technical assistance and investments grants for a total amount of EUR 40 million, and by complementary sovereign loan facility provided by the EBRD to the Government of Albania. The Project is implemented by the Albanian Development Fund as executing agency (the “Client”) and the European Bank for Reconstruction and Development (the “Bank”). The EU grants are identified by the EU in close cooperation with the Albanian Development Fund.
    Contracts will be subject to the Bank’s Procurement Policies and Rules and are open for participation for firms from any country, unless otherwise specified in the procurement documents. Donors may request certain conditions in relation to contracts financed with grant funds, which conditions will be specified in the procurement documents. Prospective participants should ensure their eligibility for contract award. Please contact the client for any questions in this respect.

  3. Other Information
    The Sine (Arras) -Fushe Lure Road section is part of the Peshkopi – Fushe Lure Road. This road is the main axis that connects the city of Peshkopi with Fushe Lure and other areas close to this village. Recently, this road has been used more and more by local and foreign tourists, especially during the summer, to enjoy mountain tourism and the various attractions of the area. Therefore, the rehabilitation of this axis has become very important and necessary for attracting more tourists and facilitating trade and communication between the inhabitants of Peshkopi and those of all the villages scattered in Fushe Lure area.
    The Scope of works will involve the above-mentioned road section in the Municipality of Dibra. The district of Dibra is located in the north-eastern part of Albania, and it is characterized by a hilly-mountainous relief.
    The road section to be fully rehabilitated has a total length of 2,144m; it starts at the intersection connecting the main road to Sine village and ends at the intersection with the road from Arras to Fushe Lure. This road section needs serious interventions for strengthening the load capacity of the road, the construction of new retaining walls, few culverts and repair works at the existing culverts and one bridge, and other works for increasing the level of safety for the road users.
    Also, asphalt works (4cm thick wearing course layer) and the installation of guardrails in designated locations (7,000m, in total) will be carried out between Arras and Fushe Lure for a total length of approx. 20km.
    Finally, the existing rehabilitated road carriageway will be 6m wide, composed of two asphalted lanes, 2.5m wide in each direction, plus 0.5m wide shoulder in each direction. The design speed has been generally is 50km/h, although in certain sections the design speed has been decreased to 30km/h due to the particular difficult alignment encountered.
