Assignment Title: “Gjirokastra Castle Sustainable Management and Tourism Valorization Masterplan”

The Government of Albania has received financing from the World Bank toward the cost of the Project for Integrated Urban and Tourism Development (PIUTD), and intends to apply a part of its for-consulting services foreseen under component 2 of this project. The consulting services (“the Services”) include: “Gjirokastra Castle Sustainable Management and Tourism Valorization Master plan”/ REF No: AL-ADF-222330-CS-CQS.

 

Main Goal of this Assignment

 

The main goal of this consultancy is to support the implementation of Component 2 of the PIUTD project to upgrade Gjirokastra city, by regenerating its historic center and cultural values and becoming a cultural tourism hub in the Southern Albania. The overall objective of this assignment is to: (i) Define the vision for the development of the Gjirokastra Castle as a touristic site and the key elements to enhance the tourism experience in the Gjirokastra Castle;

(ii) Prepare a site management (SMgP) and maintenance plan (SMtP) that improves visitor experience, site access, visitor safety and site interpretation as well as maintenance, proposes economic development opportunities at and around the Gjirokastra Castle; (iii) In line with the vision, develop project briefs for the interventions needed to complete the vision, prioritize and prepare technical designs for the interventions identified that are to be implemented by the project, and provide technical supervision of these works.

 

The Consultant will carry out the following main activities in two phases:

 

PHASE A: Define the vision for the development of the site, prepare site management plan, identify investment projects/activities and design the selected ones and prepare maintenance plan.

 

PHASE B: Supervision of works.

 

For Phase A, the Consultant will carry out the following main activities/ tasks:

 

Task 1: Carry out an inception desk-review, including stocktaking and preparation of a Work-Plan and preparation of the inception report.

Task 2: Analyze the existing conditions in the study area, Market demand and the potential for economic growth and improvement of the Gjirokastra Castle, define the vision for the development of the Gjirokastra Castle, prepare site management plan(SMgP), identify and prioritize investment projects/activities.

Task 3: Prepare Preliminary Projects Design for the identified infrastructure interventions; and

Task 4: Prepare detailed designs, BoQs, technical specifications, technical reports, EIA reports, and works schedule for selected investment projects/activities to make them ready for bidding, prepare Site Maintenance Plan;

 

For Phase B, the Consultant will carry out the following main activities:

 

Activity 1: Inception Phase

Activity 2: Construction Phase

Activity 3: Defects Liability Period

 

Albanian Development Fund (ADF), now invites eligible companies (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (Summary of relevant experience of the firm, description of similar assignments, experience in similar conditions, CV for the key personnel, letters of recommendation, etc.).  The consultant should be a Firm. Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.

 

The consultant must meet the following qualification criteria: (i) As a minimum criterion the firm should have at least 2 contracts, respectively 1 (one) for design and 1 (one) for supervision.

For Phase A, the consultant should have a multi-disciplinary team of 9 key staff professional and technical personal will be required for the execution of the project. The Consultant Team should be led for the full term of the project by a Principal Team Leader with international experience in cultural heritage site management and experienced in project management in similar projects as follows:

 

  • KE-1/Team Leader – Cultural Heritage Management Expert (Core Team International) – M. Sc. in Restoration (focus area in Cultural Heritage Conservation),

 

with at least 15 years international postgraduate experience in developing cultural heritage management plans and expertise and 10 (ten) years as Team Leader/Project Manager in multidisciplinary projects on an international scale similar to the scope of this consultancy, specifically related to cultural heritage management plans;

  • KE-2/Expert in Tourism Development (Core team International) – M. Sc. in Tourism Development, with at least 10(ten) years international postgraduate experience in World Heritage Sites or similar cultural heritage sites;
  • KE-3/Expert in Business and Operational planning (Core team, Local)– M.Sc. in Economy, 10(ten) years international postgraduate experience in business and operational planning with previous experiences in project related to cultural heritage;
  • KE-4/Cultural Heritage Expert (Core team, International or Local)-Sc. in Architecture or Civil Engineering with postgraduate qualifications in Conservation/Restoration in Build Heritage, with at least 10 (ten) years postgraduate experience related to designing interventions for conservation/restoration in built heritage;
  • KE-5/Civil Engineer (Core team, International or Local)-M.Sc. in Civil Engineering with experience in cultural heritage sites, 10 (ten) years of postgraduate experience in designing projects related to building construction;
  • KE-6/Electrical/Lighting Engineer (Core team International or Local)– M.Sc. in Electrical Engineering with experience in cultural heritage sites, with at least 10 (ten) years of postgraduate experience in designing projects related to artistic lighting. Experience dealing with project in historic cities is a plus;
  • KE-7/Hydrological Expert (Core team International or Local)– M.Sc. in Hydrology or hydrologic engineering with post qualifications or experiences in cultural heritage sites, with at least 15 (ten) years postgraduate experience in hydrological assessments in similar projects;
  • KE-8/Environmental Specialist (Core team International or Local) – With at least 5 years relevant postgraduate qualifications experience in the relevant field. Certified for Environmental Impact Assessment- EIA, from the National Licensing Center for EIA, National Registration Center extract.
  • KE-9/ Exhibition designer /Curator (Core Team International)– MA in Visual Arts and Curatorial Studies or similar post graduations and qualifications in Visual and Performing Arts, Arts Management, with at least 10 (ten) years of postgraduate experience as a curator of museums, exhibitions and similar to the scope of this consultancies;

 

For Phase B, the consultant should have a multi-disciplinary team of 6 key staff professional and technical personal will be required for the execution of the project as follow:

 

  • KE-1/ Team Leader (International)– Master in Civil Engineering/Architecture (3+2) or equivalent University Degree, with at least 15(fifteen) yrs. postgraduate exp. in projects of Architect/Urban Planning & Project Management, design project of buildings/infrastructure rehabilitation and interior design projects and relevant to the scope of this consultancy;
  • KE-2/ Site Supervision Engineer– Master (3+2) or equivalent University Degree in Civil Engineering, with at least 10 (eight) years in design/supervision/construction in projects relevant to the scope of this consultancy;
  • KE-3/ Material Engineer– Master (3+2) or equivalent University Degree in Civil Engineering, with at least 10 (eight) years of material engineer experience in design/supervision/ construction projects;
  • KE-4/ Environmental and Occupational Health and Safety Specialist– University Degree in Environmental Engineering or equivalent, Environmental Science, Natural Resource Management or equivalent. Extra qualifications in social aspects are a plus, with at least5 (five) yrs. on environmental engineering;
  • KE-5/ from the DESIGN TEAM: Architect/ Urban Designer (Design team, Local or International, KE-4) -M.Sc. in Architecture/Urban Design, with postgraduate qualifications or extended experience in Conservation/Restoration of Build Heritage and other qualifications relevant to the scope of the consultancy, with at least 10 (ten) years of postgraduate experience in designing projects related to Architecture and Urban Design;
  • KE-6 from the DESIGN TEAM: Exhibition Designer/Curator (Design team Local or International KE- 9)– MA in Visual Arts and Curatorial Studies or similar post graduations and qualifications in Visual and Performing Arts, Arts Management, with at least 10 (ten) years of postgraduate experience as a curator of museums, exhibitions and similar to the scope of this consultancies;

 

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011, revised July 2014), setting forth the World Bank’s policy on conflict of interest.

 

The consultant should be a Firm. The selection method to be applied is Consultant Qualifications (CQ), in accordance with the procedures set out the World Bank’s Guidelines Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers” (January 2011, revised July 2014).

 

The consultant will perform the Design Services within 12.5 months period, and the level of inputs required is 35 man/months. For the Design Services the Consultant will be contracted under a lump sum contract. Meanwhile, the Supervision Services will be performed by the consultant within 13 months period (also, following defect liability period), and the level of inputs required is 25 man/months. For the Supervision services the Consultant will be contracted for these services under a time-based contract.
