The Government of Albania has received a financing from the World Bank – International Bank for Reconstruction and Development (IBRD) toward the cost of the Regional and Local Roads Connectivity Project (RLRCP), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include contract administration and management duties throughout the duration of the assignment to secure smooth and timely implementation, proper supervision and control of the Project. For this purpose, the Consultant shall establish clear lines of responsibility and procedures for each activity in the construction process. The duration of the project is foreseen for 18 (eighteen) months and a further 24 months of Defects Notification Period. A total of 144 MM is foreseen for the assignment, including the visits during DNP are report productions. The expected period for the service commencement is March 2019.

Objective of the service consist:

  • Carry out the supervision of three or more adjacent road works contracts, based on the available designs and bidding documents prepared by a separate consultant. The consultant’s team will provide for both overall management and also supervision of the works contracts.
  • The supervision services comprise working with the successful contractors to ensure an orderly start-up and timely execution of the works; a full array of quality assurance activities; certification of payments; co-ordination with road works stakeholders; contract administration; minor designs for problems encountered; development of variation orders as needed, including scoping, independent pricing, and negotiation; communication and facilitation of communication among all necessary parties and reporting monthly progress.
  • The Consultant will, through its supervision teams and central support resources, assist the Client (ADF) in all contract management tasks, including the preparation for, and execution of, the taking over of any elements of the works.

The Albanian Development Fund now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

Key Experts will not be evaluated at the shortlisting stage.

Consultants satisfying the above criteria shall be ranked against the same criteria and a shortlist comprised from 5 to 8 consultants shall be prepared.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, as amended, setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultants Quality and Cost-based Selection (QCBS) method set out in the Procurement Regulations.
