I. The duration and summary scope of the contract:The construction period is 6 months. The Works consist of landscape and upgrading the main road, adding new road line and building new belvedere and few utilities on the beach of Dhraleo. This contract is part of a larger scheme of Urban Acupuncture Regeneration Strategy which aims to activate the facility life and have an impact on tourism also. Required works are mainly earthworks, asphalt works, greenery work, urban lighting, irrigation and stone retaining walls works.

The Site is Dhraleo beach, part of Himara Municipality.

II. The selection method used:The Most Advantageous Bid.

 

III. The Bidder submitting the successful Bid: “R&T” shpk. Adr. Rr. “Luigj Gurakuqi”, P. 89, Shk. A, Tiranë.

IV. The Contract price of the successful Bid:101,594,297 ALL (net of VAT) – 121,913,157 ALL (VAT included).

VIII. The unsuccessful bidders and the reasons the bids were unsuccessful:

 

1) “Gjikuria” shpk

4.2.b) Specific Construction Experience. The criterion is not fulfilled.
The bidder has not submitted the completed forms for the specific volumes.
Nevertheless, after the inspection of the IPCs submitted is identified that the bidder fails to fulfill the sub-requirement for Retaining stone wall. He has constructed 6,376 m³ as opposed to 17,000 m³ requested. The 23,816 m³ presented from the bidder as stone retaining walls are in fact gabion walls and completed from JV “Gjikuria” shpk and “4AM” shpk, therefore cannot be taken in account.

 

2) “Curri” shpk

4.2.b) Specific Construction Experience. The criterion is not fulfilled.
The bidder has not submitted the completed forms for the specific volumes.
Nevertheless, after the verification of the IPCs submitted is identified that the bidder fails to fulfill the sub-requirement for Retaining stone walls and stone plate works. He has executed 2,599 m3 of stone walls in the contract “Construction of Velipoja Promenade” in 2013 as opposed to 17,000 m³ requested. He has executed 0 m2 of stone plates.
