Invitation to Tenderers

 

  1. The Government of Albania represented by the Project Executing Agency has received funds from the Government of the Federal Republic of Germany through KFW Development Bank (KFW) a loan (BMZ-No. 201867175) toward the cost of the “Integrated Regional Development Programme”.

 

  1. “Albanian Development Fund” (hereinafter called ADF, hereby invites independent Contractors to submit a tender proposal for the “Rehabilitation of Pogradec promenade” Pogradec, Albania, ICB-Works-2026-01, KfW Procurement Number 514263, BMZ-No. 201867175.

 

  1. ADF is the Contracting Authority (The Employer)

 

  1. The implementation period shall be 24 months followed by a 12 months Defects Notification Period.

 

  1. The tendering procedure is International Competitive Bidding to all eligible Tenderers as defined in the Guidelines for the Procurement of Consulting Services, Works, Plant, Goods and Non-Consulting Services in Financial Cooperation with Partner Countries (document version January 2019, 3rd update as of July 2024)KfW Procurement Guidelines; https://www.kfw-entwicklungsbank.de/PDF/Download-Center/PDF-Dokumente-Richtlinien/FZ-Vergaberichtlinien-V-2021-EN.pdf and it will follow the Post-qualification procedure. Criteria to be used in evaluation are: (i) Eligibility, (ii) Financial Situation, (iii) Construction Experience, (iv) Human and Equipment Resources, (v) Construction Methodology (vi) Environmental, Health and Safety Plan, (vii) Litigation History and Others.

 

  1. The contract will be awarded to the lowest responsive offer by evaluation of the above criteria and subsequently compering the entire bid submitted. The Evaluation Report must receive the approval and No-objection of the KFW. The awarded Tenderer must be registered in Albania in case he is not already registered.

 

  1. Interested Tenderers may obtain further information from the Albanian Development Fund at the address below during office hours (Monday to Thursday, 08:00 am to 16:30 pm and Friday, 08:00 am to 14:00 pm). A complete set of tender documents in English language may be purchased by interested Tenderers on the submission of a written application to the address below and upon payment of a non-refundable fee of 100 Euro (one hundred) by bank transfer with appropriate evidence to:
