Ky projekt është pjesë e programit Rrugët Lidhëse Rajonale dhe Lokale i cili do të financohet paralelisht nga një kredi e Bankës Botërore dhe synon të përmirësojë infrastrukturën rrugore dhe të gjenerojë përfitime ekonomike si rezultat i ndërlidhjeve rrugore, veçanërisht në bujqësi dhe sektorët e turizmit, të cilët janë shtysa të rritjes ekonomike dhe punësimit në Shqipëri.

Gjurma e rrugës së propozuar është 12.6 km e gjatë dhe mbulon afërsisht 12.5 ha. Përafërsisht 10.82 km të rrugës së propozuar do të përshkojnë Peizazhin e Mbrojtur nga Lumi Buna (Kategoria IUCN 5; Parku Kombëtar), i cili është nën administrimin e Drejtorisë së Shërbimit Pyjor Shkoder dhe është përcaktuar si moçal i Ramsar-it, ‘Zonë e Rëndësishme për  Zogjtë’ (ZRZ) dhe një kandidat për “Zona Smerald”.

1. The Government of Albania has received financing from the World Bank toward the cost of the Regional and Local Roads Connectivity Project (RLRCP), and intends to apply part of the proceeds toward payments under the following contract.

Albanian Development Fund (ADF) is the Project Implementing Agency for the “Regional and Local Roads Connectivity Project (RLRCP)” Project.

2. ADF now invites sealed Bids from eligible Bidders for:

RLRCP/1/1.2/2018, “Reconstruction of the road “Pogradec – Tushemisht”. The construction period is 8 months. The project aims full reconstruction of Pogradec-Tushemisht road. 4. Interested eligible Bidders may obtain further information and inspect the bidding document during office hours 10:00 to 14:00 hours at the address given below.
5. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 100 Euro. The method of payment will be direct deposit to the ADF account, at Union Bank, as follows:

Rruga Pogradec – Tushemisht do të rikonstruktohet në kuadër të programit “Rrugët lidhëse rajonale” që financohet nga qeveria shqiptare dhe Banka Botërore dhe që zbatohet nga Fondi Shqiptar i Zhvillimit.

Takimi publik u mbajt më 31 korrik, në mjediset e Bashkisë Pogradec dhe kishte për qëllim të informojë banorët e zonës që preken nga projekti lidhur me efektet në pronën private, procedurat e kompensimit dhe ndikimin në mjedis.

Çfarë është plani i Menaxhimit Mjedisor dhe Social dhe plani lokal i veprimit të risistemimit?

On 31 July 2018, in the Municipality of Pogradec, a meeting was held with the public to discuss the social and environmental impacts of the project “Reconstruction of the road Pogradec-Tushemisht, Lot 1”, which is expected to be financed by a World Bank loan. In this discussion participated local inhabitants directly related to the investment, representatives of governmental and non-governmental institutions, who raised various questions about this project. TIRANË – Ndërtimi i rrugës Qafë Thore – Theth është ndër projektet që Fondi Shqiptar i Zhvillimit po përgatitet të zbatojë në terren me qëllim zhvillimin e turizmit dhe rritjen e mirëqenies së banorëve dhe qytetarëve.

Ndërtimi i rrugës financohet nga qeveria shqiptare me mbështetjen e Bankës Botërore dhe do të zbatohet nga Fondi Shqiptar i Zhvillimit në kuadër të projektit “Rrugët Lidhëse Rajonale dhe Lokale”.

Më datë 13 korrik Fondi Shqiptar i Zhvillimit organizoi takimin publik me komunitetin e Thethit për të diskutuar impaktin mjedisor dhe social të projektit për ndërtimin e rrugës Qafe Thore -Theth. Rruga është 16 kilometra e gjatë dhe lidh Thethin me Qafë Thorën, Bogën dhe Shkodrën. Ndër të tjera, projekti parashikon gjerësi asfalti 4 – 4,75 metra dhe në 3 pikat më të rrezikshme të rrugës do të ndërtohen 3 tunele nga 20 -30 metra për të siguruar mbrojtje nga ortekët. Përveç lehtësimit të qarkullimit edhe gjatë stinës së dimrit kur fshati bllokohet nga dëbora, rruga do të ofrojë siguri më të lartë.

Siguria rrugore dhe lehtësia në qarkullim ishin dy çështjet kryesore rreth të cilave u përqëndruan pyetjet e banorëve të komunitetit të Thethit. Puna planifikohet të fillojë pranverën e vitit të ardhshëm.

Projekti për rrugën Qafë Thore – Theth është pjesë e investimeve që rrjedhin nga Plani Sektorial i Turizmit për Rajonin e Alpeve Shqiptare. Dokumenti në fjalë, bashkë me strategjinë e marketingut turistik dhe programin e investimeve për infrastrukturën vendore përbëjnë atë që njihet si Masterplani i Alpeve dhe që u miratua nga Këshilli Kombëtar i Territorit vitin e kaluar.

Krahas qasjes së integruar të investimeve për të gjithë rajonin, Masterplani përcakton qartësisht kornizën e rregullave të zhvillimit, duke e futur të gjithë rajonin në një cikël të ri zhvillimi me impakt afatgjatë.
