The Albanian Development Fund with EBRD funding, has planned to implement the construction and reconstruction of a number of roads in Albania. Among them is the construction of Shengjin – Velipoje road. This road segment will be a new axis connecting these two important tourism centers and is expected to give a new development to the whole region, especially in terms of tourism development.

This project is part of a larger investment programme 'Regional and Local Road Connectivity' which will be financed by a World Bank loan and aims to improve roads and generate economic benefits as a result of road interconnections, especially in the agricultural and tourism sectors, which are the drivers of economic growth and employment in Albania.

The footprint of the proposed road is 12.6 km in length and covers approximately 12.5 ha. Approximately 10.82 km of the proposed road will traverse the Buna River Protected Landscape (IUCN Category 5; National Park), which is under the management of the Shkoder Forestry Service Directorate and is also designated as a Ramsar Site, Important Bird Area (IBA) and a candidate for Emerald Site.

For this reason, a set of documents for the supplementary assessments and action plans with the avoidance and mitigation measures of the environmental and biodiversity impact are prepared from consultant RSK Group with the assistance of ADF to meet EBRD’s Performance Requirements (PR).
