1. ADF’S PROFILE

The Albanian Development Fund (ADF) is a development organization which answers to the challenges and its partners in order to achieve a stable development of the country. Founded in 1993, ADF has a 29-years’ experience in the development of infrastructure, urbanization, tourism and cross-border cooperation. The Albanian Development Fund implements a considerable number of projects & programs in different fields, which are focused on road infrastructure, urban development, utility services, tourism, and cross-border collaboration. The institution performs its activity at central office and 4 regional areas: Tirana, Korca, Shkodra & Vlora.

The Albanian Government considers Regional Development Reform among the most important national objectives. In this context, the Regional Development Program in Albania (RDRA), a project of the Swiss and Austrian Governments, is supporting the Albanian Government, in some of its activities, in order to advance the Regional Development Reform and Cohesion.

The RDRA offers the position of Policy Making and Political Implementation Expert, who will work in close technical support of the RDRA and under full supervision of the Albanian Development Fund (ADF).

  1. Job description

The policy making and political implementation expert will work and contribute to the Albanian Development Fund (ADF), for the preparation, implementation and evaluation of policies, with a focus on regional development.

The policy making and political implementation expert should have very good knowledge on the policy-making cycle, including identification, analysis, formulation, decision-making, implementation and evaluation.

  1. RESPONSIBILITIES AND TASKS
  • Contribute to the process of identifying, analysing, formulating, approving, implementing and evaluating policies related to regional development;
  • Give substantial contribution to the implementation and evaluation of regional development policy;
  • Prepare analysis of the situation and draft of policies for regional development in line with the relevant work plans;
  • Identify the necessary actors in process and coordinate their involvement in order to prepare policies;
  • Identify, analyze and propose ideas for policies and interventions that have an impact on development at the regional level;
  • Contribute to the processes of visioning and conception of territorial development as part of the drafting of strategic documents at national, regional, local or sectoral level;
  • Contribute to the definition of strategic priorities and directions of regional development;
  • Contribute to the writing and preparation of strategic planning and programming documents;
  • Be willing to contribute in order to pursuit other policy-related tasks as a whole.
  1. CANDIDATE’S PROFILE

The candidate should be graduated in a Master’s Degree on economic, law, social sciences and other related fields.

The candidate should: have very good knowledge on legislation in force in the field of activity; have knowledge of strategic documents and development policies of the country; fluent in English (spoken and written); possess good management skills, coordination and evaluation of the activity and use of available resources; effective communication skills, including the ability to demonstrate, guide, explain, persuade, negotiate and facilitate discussions and meetings, in large groups; have good knowledge of using basic computer software, including MS Word, Excel and PowerPoint.

At least 5 years of working experience on policy making and political implementation; Experience on various presentations in the field of activity; Experience in local and regional economic development would be an advantage.

  1. EVALUATION PROCESS/INTERVIEW

Phase I: Applications will be reviewed by the Evaluation Commission. Candidates who fulfil all the criteria will be notified for an interview with representatives from the ADF and RDRA.

After interview, selected candidates will be notified by Human Resources Department for the next phase.

Phase II: Evaluation for the collaborative and communication skills related to a certain topic by the Evaluation Commission.

The winning candidates of the second phase will be notified to start working on basis of relevant individual contracts.
