1. ADF’S PROFILE

The Albanian Development Fund (ADF) is a development organization which answers to the challenges and its partners in order to achieve a stable development of the country. Founded in 1993, ADF has a 29-years’ experience in the development of infrastructure, urbanization, tourism and cross-border cooperation. The Albanian Development Fund implements a considerable number of projects & programs in different fields, which are focused on road infrastructure, urban development, utility services, tourism, and cross-border collaboration. The institution performs its activity at central office and 4 regional areas: Tirana, Korca, Shkodra & Vlora.

The Albanian Government considers Regional Development Reform among the most important national objectives. In this context, the Regional Development Program in Albania (RDRA), a project of the Swiss and Austrian Governments, is supporting the Albanian Government, in some of its activities, in order to advance the Regional Development Reform and Cohesion.

The RDRA offers the position of GIS Expert (Junior), who will work in close technical support of the RDRA and under full supervision of the Albanian Development Fund (ADF).

  1. Job description

The GIS expert will work to the Albanian Development Fund (ADF) in order to contribute in establishing a geodesic system at regional level, which will be used as a key instrument for its composition, evaluation, monitoring of documents’ planification as well as development and cohesion program.

In this context, the GIS expert will prepare and interpret data, prepare thematic maps, and support on analyses for regional development and cohesion.

  1. RESPONSIBILITIES AND TASKS
  • Contribute on establishment of a GIS system for data processing at national, regional, local or even sectoral level;
  • Contribute on preparation of spatial analysis and create information products / materials on basis of the analysis of available databases;
  • Work and analyse large databases for the purposes of territorial and regional development, or other socio-economic and environmental analysis;
  • Contribute to establish advanced GIS models as needed;
  • Contribute on collecting and processing of data at the local, regional, national or sectoral level.
  1. CANDIDATE’S PROFILE

The candidate should be graduated in a Bachelor’s Degree on GIS, Geodesy, Urban and Spatial Planning, Computer Sciences and other related fields. Master Degree or other qualifications related on the GIS field as well as similar to data processing software programs would be an advantage.

The candidate should: have excellent knowledge on GIS program; have skills in using remote sensing programs such as ArcGIS, QGIS, etc.; have knowledge on database management including storage, problem solving and data processing; fluent in English (spoken and written); have good communication skills, including the ability to demonstrate, guide, explain, and facilitate discussions; have excellent skills in collecting, analysing and evaluating data from a variety of information sources; have skills in efficient time management; have excellent graphic processing skills of promotional materials and presentations; establish and maintain effective and positive relationships with other team members;

Advantages: good knowledge of software programming and good skills of working independently in several activities at the same time and with limited supervision;

At least 3 years of working experience in GIS at the field of spatial, territorial, regional development or other related fields; Proven previous experience with large databases and setting up specific models for processing and analysis.

  1. EVALUATION PROCESS/INTERVIEW

Phase I: Applications will be reviewed by the Evaluation Commission. Candidates who fulfil all the criteria will be notified for an interview with representatives from the ADF and RDRA.

After interview, selected candidates will be notified by Human Resources Department for the next phase.

Phase II: Evaluation for the collaborative and communication skills related to a certain topic by the Evaluation Commission.

The winning candidates of the second phase will be notified to start working on basis of relevant individual contracts.
