1. ADF’S PROFILE

The Albanian Development Fund (ADF) is a development organization which answers to the challenges and its partners in order to achieve a stable development of the country. Founded in 1993, ADF has a 29-years’ experience in the development of infrastructure, urbanization, tourism and cross-border cooperation. The Albanian Development Fund implements a considerable number of projects & programs in different fields, which are focused on road infrastructure, urban development, utility services, tourism, and cross-border collaboration. The institution performs its activity at central office and 4 regional areas: Tirana, Korca, Shkodra & Vlora.

The Albanian Government considers Regional Development Reform among the most important national objectives. In this context, the Regional Development Program in Albania (RDRA), a project of the Swiss and Austrian Governments, is supporting the Albanian Government, in some of its activities, in order to advance the Regional Development Reform and Cohesion.

The RDRA offers the position of Regional Development Expert, who will work in close technical support of the RDRA and under full supervision of the Albanian Development Fund (ADF).

  1. Job description

The financial expert will work and contribute to the Albanian Development Fund (ADF) in order to prepare the general structure of regional development in Albania.

In this context, the regional development expert will draft the National Plan for the NRD, Regional Development Plans and the Operational Program for NRD. Among other tasks, the expert will also contribute to establish structures for the implementation of the Law on Regional Development and Cohesion at national and regional level.

  1. RESPONSIBILITIES AND TASKS
  • Provide expertise on regional development approaches within specific projects / programs;
  • Evaluate and contribute to analysis of socio-economic issues and those of inequalities;
  • Contribute to the processes of visioning and conception of territorial development as part of the drafting of strategic documents at national, regional, local or sectoral level;
  • Contribute to the definition of strategic priorities and directions of regional development;
  • Contribute to the writing and preparation of planning and programming documents;
  • Contribute on monitoring and coordination of activities related to capacity building of local government within projects/programs;
  • Contribute to train of partnership boards at national and regional level, on basis of the provisions of the Law on Regional Development and Cohesion;
  • Contribute on preparation of periodic information and presentations on the above tasks as needed.
  1. CANDIDATE’S PROFILE

The candidate should be graduated in a Master’s Degree on Urban Planification, Political Sciences, Economics, Social Sciences, law and other related fields.

The candidate should: have general knowledge on local/regional development and current situation on Albania; have good analytical skills; have good knowledge on legislation in force in the field of activity; good knowledge on project management/strategic programs; fluent in English (spoken and written); good knowledge of using basic computer software, including Microsoft Office, GIS, AutoCAD etc.; demonstrate good communication skills (active listening, accurate verbal and nonverbal communication, clarity of thought and concise in presentations; friendly and good ethics); good teamwork capabilities.

At least 5 years of working experience in profession. Experience on development projects at local and regional level.

  1. EVALUATION PROCESS/INTERVIEW

Phase I: Applications will be reviewed by the Evaluation Commission. Candidates who fulfil all the criteria will be notified for an interview with representatives from the ADF and RDRA.

After interview, selected candidates will be notified by Human Resources Department for the next phase.

Phase II: Evaluation for the collaborative and communication skills related to a certain topic by the Evaluation Commission.

The winning candidates of the second phase will be notified to start working on basis of relevant individual contracts.
