1. ADF’S PROFILE

The Albanian Development Fund (ADF) is a development organization which answers to the challenges and its partners in order to achieve a stable development of the country. Founded in 1993, ADF has a 29-years’ experience in the development of infrastructure, urbanization, tourism and cross-border cooperation. The Albanian Development Fund implements a considerable number of projects & programs in different fields, which are focused on road infrastructure, urban development, utility services, tourism, and cross-border collaboration. The institution performs its activity at central office and 4 regional areas: Tirana, Korca, Shkodra & Vlora.

The Albanian Government considers Regional Development Reform among the most important national objectives. In this context, the Regional Development Program in Albania (RDRA), a project of the Swiss and Austrian Governments, is supporting the Albanian Government, in some of its activities, in order to advance the Regional Development Reform and Cohesion.

The RDRA offers the position "Establish Management Systems and Control Operational Program Expert", who will work in close technical support of the RDRA and under full supervision of the Albanian Development Fund (ADF).

  1. Job description

The expert will work and contribute to the Albanian Development Fund (ADF) in order to establish management system and control operational program for regional development.

  1. RESPONSIBILITIES AND TASKS
  • Provide expertise on recognizing, analysing and evaluating control systems and management processes, which exist in the organization and recommend improvements, in order to increase performance and achieve objectives of the organization;
  • Draft a guide for the improvement of existing systems, management development and control systems in line with the requirements of the institution;
  • Contribute on preparation of relevant sections of operational programs;
  • Contribute and provide strategic advice regarding the use of technology in order to set up goals of management systems;
  • Monitor steps in order to improve system and prepare periodic reports and recommendations.
  1. CANDIDATE’S PROFILE

The candidate should be graduated in a Master’s Degree on Economics, Law/Legal Sciences, Political Sciences, Engineering, Information System and other related fields.

The candidate should: have very knowledge of organizational systems architecture; have knowledge on public procurement procedures; have knowledge on computer hardware, software, and administrative systems; have knowledge of application development methodologies; have very good analytical skills; have organizational and planning skills

At least 7 years of working experience in processes related to internal control and quality assurance in public or private institutions.

  1. EVALUATION PROCESS/INTERVIEW

Phase I: Applications will be reviewed by the Evaluation Commission. Candidates who fulfil all the criteria will be notified for an interview with representatives from the ADF and RDRA.

After interview, selected candidates will be notified by Human Resources Department for the next phase.

Phase II: Evaluation for the collaborative and communication skills related to a certain topic by the Evaluation Commission.

The winning candidates of the second phase will be notified to start working on basis of relevant individual contracts.
