"There is a lot of uncertainty. Even residents of buildings with few damages insist that an inspection is performed and require some sort of guarantee for safety. We have provided detailed explanations on the extent of damage in the cases of buildings safe for habitation. We explained what they should do, what to be careful of and so on," says Elton Kallabaku. The latter was part of the group of engineers that the Albanian Development Fund sent in the field in the first hours after the earthquake. In many cases besides the engineer, he had to do the part of a therapist.

In addition to other affected areas, Durres has been the focus of inspections by 32 ADF engineers and 10 engineers by ADF partner supervision companies. They have voluntarily engaged in inspections in co-operation with experts from France, Croatia, Greece, Slovenia and Israel.

Upon inspection, the respective forms are completed for each building and sent in real time to the database available to management structures. Each inspection is verified by a second group of experts in the site, to ensure that residents return to their homes with confidence and hope.
