Another option to be decided, might be the section from km 5.110 to km 5+580. In the initial project, the road was a two-way paved carriageway, with 3.50 m wide lanes and 0.50 m wide gutters on both sides. A 2.50 m wide paved cycle lane was also provided along one side of the road. On both sides of the carriageway were located 1.50 m wide paved footpaths.

1. The Government of Albania (hereinafter called “the Government”) has received a loan (hereinafter called “the Loan”) from the Saudi Fund for Development (SFD) (hereinafter called “the Fund”) toward the financing of the Requalification of the Coastline Vlorë – Radhimë – Orikum Project, in the Vlora Region. The Government intends to apply part of the Loan to eligible payments under the contract for which this Invitation for Prequalification is issued.

4. The implementation period shall be 24 months followed by a 12 months Defects Notification Period.

5. The tendering procedure is International Competitive Bidding to all eligible Tenderers as defined in Guidelines for the Procurement of Goods, and contracting for the execution of Works of Saudi Fund for Development;

1. The Government of Albania has received financing from the World Bank toward the cost of the Regional and Local Roads Connectivity Project (RLRCP), and intends to apply part of the proceeds toward payments under the following contract.

Albanian Development Fund (ADF) is the Project Implementing Agency for the “Regional and Local Roads Connectivity Project (RLRCP)” Project.

2. ADF now invites sealed Bids from eligible Bidders for:

1. Funding Details. The above named client intends to use part of the proceeds of a loan from/grant administered by the European Bank for Reconstruction and Development (the Bank) towards the cost of the above named contract(s).

Additional financing information:

The Albania Infrastructure and Tourism-Enabling Project “the Project” is financed by the European Union through technical assistance and investments grants for a total amount of EUR 40 million, and by complementary sovereign loan facility provided by the EBRD to the Government of Albania. The Government of Albania has received a financing from the World Bank – International Bank for Reconstruction and Development (IBRD) toward the cost of the Regional and Local Roads Connectivity Project (RLRCP), and intends to apply part of the proceeds for consulting services.

The Program for the integrated Development of 100 Villages has identified as a necessity the creation and development of promotional activities to enrich the touristic and agriculture offer and as a result, development of the local economy aiming at enhancing cooperation, promotion and bringing life to these areas, increasing tourist attraction and economic activity.

For this purpose, ADF is looking for experienced expertise to provide support in analyzing the situation, program, and design these activities, and strengthen the capacities enabling the implementation of the program and guaranteeing its continuity.

This consultancy will assist the establishment of an integrated program for the development of promotional activities with a focus on the area of 100 V that aims to link agricultural producers to local demand through local markets and tourism centers and promote agro-tourism activity.

The duration of the project is foreseen for 7 (seven) months. The expected period for the service commencement is May 2022.

10. ToR Promoting agro-tourism

The Albanian Development Fund now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria and the point system are:

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, as amended, setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in the Procurement Regulations.
