In order to increase efficiency, transparency and equal access to financial support for development interventions, ADF has built and put into operation a digital application platform for the open calls it administers. This platform represents an important step towards the modernization of the processes of the Albanian Development Fund and the strengthening of cooperation with beneficiary public institutions.
The platform serves local government units and central government institutions, as the main beneficiaries of ADF support, by enabling them to apply entirely electronically for interventions planned within the framework of various budgetary programmes managed by the Fund. Through this system, applicant institutions have centralized access, in a single platform, to information on active calls, application criteria and the required documentation, as well as the opportunity to apply in real time to various calls for specific interventions, through a simplified, transparent and fully traceable process.
The digital approach aims to simplify, standardize and improve the quality of the application process, by reducing the administrative burden and increasing the accuracy and completeness of submitted applications. At the same time, the platform contributes to reducing the use of paper documentation, reflecting ADF’s concrete commitment to greener practices, the efficient use of resources and the promotion of institutional innovation.
Support for strengthening the management capacities of municipalities through the application of grant schemes, Phase II
The Albanian Development Fund, within the framework of the interventions programmed and budgeted under the Operational Programme for the medium-term period 2026–2028, in the “Regional Local Infrastructure” Financing Programme, has planned the intervention “Support for strengthening the management capacities of municipalities”, through which the scheme “Municipal Capacity Incentive Mechanism for Project Implementation – Phase II” will also be implemented.
This initiative follows the first open call launched in 2024, from which 23 municipalities benefited, with the aim of strengthening the capacities of local self-government units in the conceptualization, management and implementation of regional development projects across various development sectors.
The project aims to strengthen the capacities of municipalities to function as more capable implementing structures for development interventions. At the same time, the intervention aims to contribute to strengthening the development identity of areas and increasing the direct impact of interventions on the community.
In this context, the projects aim to guide local development in line with the functions and potentials of the territories, by encouraging initiatives that contribute to the development profiling of the regions and to strengthening their role in the regional and national system.

Asphalt Pavement Rehabilitation Works, Phase V
The objective of this intervention is to enhance regional and local connectivity between major urban areas, economic zones, production areas, and service centres through the improvement of asphalt pavements, road structures, and road safety infrastructure.
This call aims to identify potential projects for implementation under this intervention by applying a bottom-up approach to project prioritisation, based on the needs and proposals submitted by local self-government units, which are the beneficiaries of this intervention package.
The types of interventions eligible for funding under this Call are limited to existing roads with structurally sound foundations that have deteriorated asphalt pavement layers or require only limited structural repairs in specific sections. This intervention package does not cover underground infrastructure, water supply and sewerage networks, sidewalks, or similar works. Such components may be financed through co-financing provided by the respective municipality.

Urban Regeneration of the Housing Stock, Phase IV
The objective of this intervention is to improve housing conditions and enhance the energy efficiency of existing buildings through façade rehabilitation and the installation of thermal insulation systems. The intervention aims to reduce energy losses, improve thermal comfort for residents, and increase the resilience of buildings to weather conditions.
This investment package aims to transform residential blocks into more functional, aesthetically pleasing, and sustainable urban spaces. The rehabilitation of building façades will directly contribute to enhancing the urban landscape, improving the quality of life of local communities, and creating a more orderly and attractive environment for both residents and the city as a whole.
This intervention also aims to build on the successful outcomes of previous investments by responding to municipalities' demand for this type of project. Through the installation of External Thermal Insulation Composite Systems (ETICS) and the thermal insulation of building façades, the project contributes to reducing energy consumption, increasing property values, and promoting sustainable urban development in the areas where it is implemented.

Improvement of Transport and Accessibility through Interventions on Gravel Roads, Phase III
The objective of this intervention is to improve transport and enhance accessibility in rural areas through the construction, reconstruction, and rehabilitation of gravel roads. The intervention aims to strengthen territorial connectivity, facilitate the movement of people and goods, and improve the safety and functionality of the rural road network.
This investment package aims to improve the connectivity of rural communities with administrative centres, markets, social services, educational and healthcare institutions, as well as with the main transport corridors. Interventions on gravel roads will directly contribute to reducing the isolation of rural areas, expanding employment opportunities, and supporting local economic development.
The types of interventions eligible for funding under this Call are focused on the construction of gravel roads along existing alignments or new alignments, engineering works for landslide stabilisation, the construction of drainage and cross-drainage structures, and other related infrastructure works. This intervention package does not cover asphalt pavement improvements, underground infrastructure, water supply and sewerage networks, sidewalks, or similar works. Such components may be financed through co-financing provided by the respective municipality.

Support for the Implementation of Municipal Infrastructure Projects through Joint Cooperation with Construction Materials and Raw Materials, Phase IV
This intervention package aims to support municipalities in improving urban and community infrastructure through the provision of construction materials required for maintenance, rehabilitation, and urban regeneration works. The need for this support arises from the financial and technical challenges that many local self-government units face in implementing infrastructure projects, as well as from the deterioration of existing infrastructure.
In many areas, both paved and gravel roads require improvement to ensure better mobility and accessibility for residents and economic activities. Similarly, water supply and sewerage networks are often deteriorated or inadequate to meet the current needs of local communities. At the same time, public spaces and urban amenities require modernisation and upgrading.
Through this intervention package, municipalities will be provided with construction materials to implement priority infrastructure works within their jurisdictions, strengthening their capacity to address infrastructure challenges more rapidly and effectively. This is expected to contribute to improved public services, local development, and a higher quality of life for the beneficiary communities.

Support for the Promotion of Social and Cultural Activities to Strengthen Regional and Local Identity, Phase III
The objective of this intervention package is to strengthen social interaction within communities, fostering a positive sense of community while enhancing integration with other components of the local system and the surrounding area. This will be achieved through the promotion of local values, the promotion of local economic products, the strengthening of municipalities’ management capacities, and the generation of additional income opportunities.
This Call aims to identify potential projects for implementation under this intervention by applying a bottom-up approach to project prioritisation, based on proposals submitted by local self-government units, which are the beneficiaries of this intervention package.
The types of interventions eligible for funding under this Call include a broad range of community, sports, environmental, cultural, economic, commercial, civic, educational, and scientific events. In this context, support may be provided for community events such as carnivals, parades, award ceremonies, social celebrations, meetings, and other public gatherings aimed at encouraging community participation and social interaction. The Call may also finance sports, environmental, and cultural events, including sporting competitions for both professionals and amateurs, recreational activities, sports and leisure games, as well as cultural events associated with festivals, religious celebrations, and cultural heritage festivities. In addition, the Call supports events that promote economic and commercial interaction, such as fairs, markets, exhibitions, promotional events, meetings, and conventions that contribute to showcasing local products and development potential. Furthermore, support may be provided for civic and civil society events, including public awareness and outreach activities, as well as educational and scientific events such as seminars, workshops, conferences, and other similar forms of organisation.
