  1. The Government of Albania has received financing from the World Bank toward the cost of the Regional and Local Roads Connectivity Project (RLRCP), and intends to apply part of the proceeds toward payments under the following contract.<\/li>\n<\/ol>\n

    Albanian Development Fund (ADF) <\/strong>is the Project Implementing Agency for the \u201cRegional and Local Roads Connectivity Project (RLRCP)\u201d Project.<\/p>\n

      \n
    1. ADF now invites sealed Bids from eligible Bidders for:<\/li>\n<\/ol>\n

      RLRCP\/1\/1.11\/2020, \u201cReconstruction of the road Roskovec Poshnje\u201d<\/strong>. The construction period is 12 months. This project lies in the central-southern area of Albania. This segment has the number Sh-73 and connects the national road SH-4 with the city of Berat. This project includes the districts of Fier and Berat. The population under this project is 50,000 inhabitants.<\/p>\n

      The road to be reconstructed is 13,019 km long; it starts at the Patos Intersection of the district and district of Fier and ends at the Intersection of this road with the Berat-Lushnje road. This whole segment crosses Roskovec, Strume, Kutalli, Rerez until the roundabout of Poshnja.<\/p>\n

      1. Bidding will be conducted through international competitive procurement using Request for Bids (RFB), Small Works (One-Envelope Bidding Process) as specified in the World Bank\u2019s \u201cProcurement Regulations for IPF Borrowers\u201d July 2016 (\u201cProcurement Regulations\u201d), and is open to all eligible Bidders as defined in the Procurement Regulations.<\/li>\n
      2. Interested eligible Bidders may obtain further information and inspect the bidding document during office hours 10:00 to 14:00 hours at the address given below.<\/li>\n
      3. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 200 Euro. The method of payment will be direct deposit to the ADF account, at Union Bank, as follows:<\/li>\n<\/ol>\n

In addition, if requested, the documents can be dispatched electronically after presentation by the prospective tenderer of an appropriate evidence of payment of the non-refundable fee. In the event of discrepancy between electronic and hard copies of the documents, the hard copy shall prevail.<\/p>\n

        1. Bids must be delivered to the address below on or before January 27, 2021, 11:00 hrs<\/strong>.<\/em> Electronic bidding will not be permitted. Late Bids will be rejected. Bids will be immediately publicly opened in the presence of the Bidders\u2019 designated representatives and anyone who chooses to attend, at the address below.<\/li>\n
        2. All Bids must be accompanied by a bid security in the amount of 220,000 US$, or its equivalent in a convertible currency (using the Bank of Albania official exchange rate on the date of publication of the Specific Procurement Notice.<\/li>\n
        3. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder\u2019s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.\u201d<\/li>\n
