In modern history there have been many cases where earthquakes or similar natural disasters have radically changed the pattern of development in the affected areas. Reconstruction provides the opportunity to solve long-standing problems: improving building standards, renovating the infrastructure, creating new ways of using space, restoring the economy and improving governance.<\/p>\n<p>This is what is intended to be done in the areas affected by the November 26 earthquake after  the first phase of the emergency.
