P\u00ebrmes procedurave transparente t\u00eb prokurimit mund\u00ebsohet p\u00ebrdorimi me efikasitet i parave publike, nxitet konkurrenca e ndershme dhe zhvillimi ekonomik.<\/p>\n<p>Fondi Shqiptar i Zhvillimit e ka transparenc\u00ebn nj\u00eb nd\u00ebr vlerat kryesore t\u00eb pun\u00ebs. P\u00ebrmes rritjes s\u00eb transparenc\u00ebs n\u00eb prokurime p\u00ebrmbushen nevojat p\u00ebr mallra sh\u00ebrbime dhe vepra duke menaxhuar me efikasitet parat\u00eb publike dhe duke promovuar rezultate pozitive p\u00ebr vet\u00eb organizat\u00ebn, si dhe p\u00ebr ekonomin\u00eb, mjedisin dhe shoq\u00ebrin\u00eb.<\/p>\n<p>Gjat\u00eb 9-mujorit t\u00eb par\u00eb t\u00eb vitit 2019, p\u00ebr projektet e menaxhuara nga FShZh jan\u00eb kryer n\u00eb total 27 procedura p\u00ebr punime civile, q\u00eb p\u00ebrb\u00ebjn\u00eb 50% t\u00eb totalit t\u00eb procedurave t\u00eb prokurimit.<\/p>\n<p>215 operator\u00eb ekonomik\u00eb kan\u00eb marr\u00eb pjes\u00eb n\u00eb proces, ku rreth 45% prej tyre jan\u00eb skualifikuar p\u00ebr mosplot\u00ebsim t\u00eb kritereve t\u00eb vendosura n\u00eb Dokumentacionin Standard t\u00eb Tenderit. Numri i operator\u00ebve t\u00eb shpallur fitues \u00ebsht\u00eb 30. Me fjal\u00eb t\u00eb tjera, duke zbatuar rregulla loje t\u00eb barabarta p\u00ebr t\u00eb gjith\u00eb, rritet konkurrenca e ndershme dhe cil\u00ebsia e sh\u00ebrbimeve t\u00eb ofruara p\u00ebrkundrejt vler\u00ebs n\u00eb dispozicion.&nbsp; N\u00eb k\u00ebt\u00eb aspekt, vlera e fondit limit p\u00ebr 27 prokurimet e kryera p\u00ebr punimeve civile n\u00eb total ishte 16,6 miliard\u00eb lek\u00eb. Nd\u00ebrkaq, vlera totale e kontraktuar pas p\u00ebrfundimit t\u00eb procedurave t\u00eb prokurimit \u00ebsht\u00eb rreth 12 miliard\u00eb lek\u00eb. Pra, rezulton t\u00eb jen\u00eb kursyer p\u00ebrreth 30% nga fondit limit.<\/p>\n<p>Ankimimi \u00ebsht\u00eb pjes\u00eb e procedurave t\u00eb prokurimit q\u00eb kryhen p\u00ebr projekteve t\u00eb financuara nga buxheti i shtetit, por edhe nga institucionet financiare t\u00eb huaja. P\u00ebr rreth 80% t\u00eb procedurave t\u00eb punimeve civile rezulton t\u00eb mos ket\u00eb asnj\u00eb ankes\u00eb. &nbsp;Ankimimet jan\u00eb marr\u00eb n\u00eb shqyrtim n\u00eb t\u00eb gjitha rastet dhe u \u00ebsht\u00eb kthyer p\u00ebrgjigje brenda afatit ligjor.
