  1. The Government of Albania has received financing from the World Bank toward the cost of the Regional and Local Roads Connectivity Project (RLRCP), and intends to apply part of the proceeds toward payments under the following contract.<\/li>\n<\/ol>\n

    Albanian Development Fund (ADF) <\/strong>is the Project Implementing Agency for the \u201cRegional and Local Roads Connectivity Project (RLRCP)\u201d Project.<\/p>\n

      \n
    1. ADF now invites sealed Bids from eligible Bidders for:<\/li>\n<\/ol>\n

      RLRCP\/1\/1.4\/2019, \u201cReconstruction of the road \u201cGusmar \u2013 Kuc\u201d<\/strong>. The construction period is 12 months. The Project consists of the construction of the road segment Kuc \u2013 Gusmar. The alignment of the Gusmar-Ku\u00e7 road lies in the southwestern part of Albania, in the Kurvelesh area of Vlora district. It links one after another the villages from Progonat, Gusmar, Kuc.<\/p>\n

      The road segment begins at the exit of the village of Kuc (in the area called Buronjat) and continues along the Kuci River, Habilaj River and Kasemi River.<\/p>\n

      The road segment between Kuci and Gusmar is a summer (seasonal) roadway, accessible only by high vehicles, and passing through most of the Kuci River bed.<\/p>\n

      The road continues along the streams then start increasing levels to get to the village of Gusmare.<\/p>\n

      The Site is located at Vlora and Tepelena municipalities.<\/p>\n

        \n
      1. Bidding will be conducted through international competitive procurement using Request for Bids (RFB), Small Works (Two-Envelope Bidding Process) as specified in the World Bank\u2019s \u201cProcurement Regulations for IPF Borrowers\u201d July 2016 (\u201cProcurement Regulations\u201d), and is open to all eligible Bidders as defined in the Procurement Regulations.<\/li>\n
      2. Interested eligible Bidders may obtain further information and inspect the bidding document during office hours 10:00 to 14:00 hours at the address given below.<\/li>\n
      3. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 200 Euro. The method of payment will be direct deposit to the ADF account, at Union Bank, as follows:<\/li>\n<\/ol>\n

        For the direct deposit, the Bidder should provide Bank\u2019 payment receipt to ADF. Upon receipt of appropriate evidence of payment of the non-refundable fee, the documents will promptly be dispatched. In addition, if requested, the documents can be dispatched electronically after presentation by the prospective tenderer of an appropriate evidence of payment of the non-refundable fee. In the event of discrepancy between electronic and hard copies of the documents, the hard copy shall prevail.<\/p>\n

        1. Bids must be delivered to the address below on or before September 20, 2019, 11:00 hrs<\/strong>.<\/em> Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked \u201cORIGINAL BID\u201d, and the inner envelopes marked \u201cTECHNICAL PART\u201d will be immediately publicly opened in the presence of the Bidders\u2019 designated representatives and anyone who chooses to attend, at the address below. All envelopes marked \u201cFINANCIAL PART\u201d shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.<\/li>\n
        2. All Bids must be accompanied by a bid security in the amount of 192,600 US$, or its equivalent in a convertible currency (using the Bank of Albania official exchange rate on the date of publication of the Specific Procurement Notice.<\/li>\n
        3. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder\u2019s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.\u201d<\/li>\n
