I. The duration and summary scope of the contract:<\/strong><\/b>The construction period is 8 months. The project consists in the reconstruction of Ulza\u2019s road. The Works consist on upgrading works. The road will be reconstructed in order to increase the assets, easing the movement of habitants and the visitors\u2019 access.<\/p>\n

Required works are mainly earthworks, concrete works, asphalt works, concrete reinforcement works and greenery works.<\/p>\n

The Site is located at Mat municipality.<\/p>\n

II. The selection method used:<\/strong><\/b>The Most Advantageous Bid.<\/p>\n

IV. The Contract price of the successful Bid:<\/strong><\/b>215,624,812 ALL (net of VAT) \u2013 258,749,774 ALL (VAT included).<\/p>\n

VIII. The unsuccessful bidders and the reasons the bids were unsuccessful:<\/strong><\/b><\/p>\n

 <\/p>\n

1) JV “Riviera” shpk & \u201cConsorzio Stabile EBG\u201d<\/strong><\/b><\/p>\n

The bid does not meet the qualifying criteria, conforming to all the terms, conditions and specifications of the Bidding Documents as follows:<\/p>\n

3.1 (ii) Financial Capabilities. The criterion is not fulfilled.<\/p>\n

The JV member \u201cConsorzio Stabile EBG\u201d has not submitted (not even declared) the turnover of year 2016.<\/p>\n

3.1 (iii) Financial Capabilities. The criterion is not fulfilled.<\/p>\n

The JV member \u201cConsorzio Stabile EBG\u201d has submitted only the balance sheets for years 2011 to 2015. It has not submitted the balance sheets for year 2016.<\/p>\n

The above mention documents are not submitted in the acceptable form as per bidding documents BDS 32.2.. They are not presented in compliance with legislation for notarization, legalization, apostille, etc.). Therefor they cannot constitute basis for the bid evaluation.<\/p>\n

3.2 Financial Capabilities. The criterion is not fulfilled.<\/p>\n

The JV member \u201cConsorzio Stabile EBG\u201d has not submitted (not even declared) the turnover of year 2016 and it has not submitted the balance sheets for year 2016.<\/p>\n

4.2.b) Specific Construction Experience. The criterion is not fulfilled.<\/p>\n

The bidder has declared:
\nExcavations works: 287,191 m3
\nConcrete works: 9,784 m3
\nAsphalt and binder works: 86,221 tons
\nCrushed stone works: 63,011 m3<\/p>\n

The Bidder neither fulfills the sub-requirement for Concrete works because it has declared 9,784 m3 as opposed to 14,000 m3 requested, nor has submitted the supporting documents for all the declared volumes. \u201cConsorzio Stabile\u201d has not submitted IPC for two of the contracts. The supporting documents for the declared contract \u201cTamare Vermosh lot 1\u201d are not submitted.<\/p>\n

Furthermore all documents are not submitted in the acceptable form as per bidding documents BDS 32.2.. Therefor they cannot constitute basis for the bid evaluation.<\/p>\n

2) “Gjoka Konstruksion” sha<\/strong><\/b><\/p>\n

7. Multiple Tenders. The criterion is not fulfilled.<\/p>\n

The bidder does not meet the aggregate of the capacity requirements for each of the works contract \u201cReconstruction of Kanine\u2019s road, Vlore\u201d and \u201cReconstruction of Ulza\u2019s road, Mat\u201d<\/p>\n

The bidder submitted the following personal key staff for the execution of the contract: Mihallaq Spirollari, Rajmonda Hoxha, Rakip Spahiu, Erlin Kociaj, Koco Birbo, Gjergj Kerkuti, Ardial Halimi. All the above mentioned staff is already involved with “Gjoka Konstruksion” sha in the works \u201cReconstruction of Kanine\u2019s road, Vlore\u201d.<\/p>\n

Furthermore the following trucks with plate numbers: TR 3546 U, TR 8964 N, TR 8965 N, AA102 RL, AA 699 RH, AA 667 RH, AA 403 BH presented as key equipment are the same with the ones involved in the contract \u201cReconstruction of Kanine\u2019s road, Vlore\u201d, contract which has been awarded to “Gjoka Konstruksion” sha.<\/p>","protected":false},"excerpt":{"rendered":"
