The bid prices as evaluated:\u00a0<\/strong><\/b><br \/>\n1) JV \u201cGjikuria\u201d shpk &amp; \u201cLeon Konstruksion\u201d shpk &#8211; 99,328,299.3 ALL (net of VAT) \u2013 119,193,959.2 ALL (VAT included).<\/p>\n<p>&nbsp;<\/p>\n<p style=\"font-weight: 400;\"><b><strong>VIII. The unsuccessful bidders and the reasons the bids were unsuccessful:\u00a0<\/strong><\/b><\/p>\n<p><b><strong>1) &#8220;Riviera&#8221; shpk\u00a0<\/strong><\/b><\/p>\n<p>The bid does not meet the qualifying criteria, conforming to all the terms, conditions and specifications of the Bidding Documents as follows:<\/p>\n<p>4.2.a) Specific Construction Experience. The criterion is not fulfilled.<\/p>\n<p>The bidder has submitted three work contracts for road infrastructure under Specific Construction requirement:<br \/>\n1. \u201cReconstruction of highway M2 \u2013 R120 Prishtine \u2013 Kosove\u201d, started in 7\/2009 and completed 12\/2015. The value of works is 800,292,327 ALL and they are executed by JV &#8220;Riviera&#8221; shpk &amp; \u201cToni Com\u201d shpk with 50% &amp; 50% participation. The value of works executed by &#8220;Riviera&#8221; shpk within the requested time is 222,303,424 ALL. It is considered as Specific Construction Experience.<\/p>\n<p>2. \u201cConstruction of National Road \u2013 Bylis\u201d, started in 7\/2010 and completed on 2\/2013. The value of works is 196,404,482 ALL and they are executed by JV &#8220;Riviera&#8221; shpk &amp; \u201cHolding Road\u201d with 49% &amp; 51% of participation. The value of the works executed by &#8220;Riviera&#8221; shpk within the requested time is 40,099,248 ALL which is lower than the requested amount. It is not considered as Specific Construction Experience.<\/p>\n<p>3. \u201cReconstruction of Ajasem \u2013 Dajc \u2013 Gomsiqe\u201d, started in 7\/2010 and completed in 12\/2012. The value of works is 226,754,887 ALL and they are executed by JV &#8220;Riviera&#8221; shpk &amp; \u201cHolding Road\u201d with 49% &amp; 51% of participation. The value of works executed by &#8220;Riviera&#8221; shpk within the requested time is 46,295,789 ALL which is lower than the requested amount. It is not considered as Specific Construction Experience.<\/p>\n<p>4.2.b) Specific Construction Experience. The criterion is not fulfilled.<br \/>\nBased on the submitted IPCs and the volume calculations, the bidder does not fulfill the requirement of the specific volume criteria:<\/p>\n<p>&#8211; The Bidder fails to fulfill the sub-requirement for Concrete Works: it has submitted only the volumes of concrete executed in the contract \u201cConstruction of Three Bridges Leskovik\u201d which is 6,960 m3. In this contract &#8220;Riviera&#8221; shpk is JV with \u201cCobein\u201d shpk with 65%. The volumes executed by &#8220;Riviera&#8221; shpk is 4,524 m3 as opposed to 5,000 m3 requested.<\/p>\n<p>&#8211; The Bidder fails to fulfill the sub-requirement for Building Works: it has completed 5,782 m2 plastering as opposed to 10,000 m2 requested.<\/p>\n<p>&#8211; The Bidder fulfills the sub-requirement for Stone Plates Works: it has completed 6,315 m2 executed in 2016 in \u201cRequalification of Permet City Centre\u201d as opposed to 3,000 m2 requested.<\/p>\n<p><b><strong>2) JV &#8220;N.P Victoria Invest International&#8221; shpk &amp; \u201cJehona\u201dshpk<\/strong><\/b><\/p>\n<p>The bid is not substantially responsive and does not meet the qualifying criteria, conforming to all the terms, conditions and specifications of the Bidding Documents as follows:<br \/>\nITB 19.8. The Bid Security of the JV is not in the name of the JV that submits the Bid. It is only in the name of &#8220;N.P Victoria Invest International&#8221; shpk<\/p>\n<p>3.1 (i) Financial Capabilities. The criterion is not fulfilled.<br \/>\nThe JV member \u201cJehona\u201d shpk has not confirmed access\/available the Line of credit. The Bank BKT states that \u201cmay take in consideration the request if the conditions are fulfilled\u201d.<\/p>\n<p>4.1.a) General Construction Experience. The criterion is not fulfilled.<br \/>\nThe JV member \u201cJehona\u201d shpk has submitted construction experience starting from year 2014.<\/p>\n<p>4.2.b) Specific Construction Experience. The criterion is not fulfilled.<br \/>\nThe Bidder fails to fulfill the sub-requirement for Building Works: the volumes of plastering works are not submitted with the requested form.
