Fondi Shqiptar i Zhvillimit me mb\u00ebshtjetjen e Bank\u00ebs Bot\u00ebrore ka kryer nj\u00eb studim mbi impaktin e rrug\u00ebve rurale n\u00eb Shqip\u00ebri. \u00cbsht\u00eb v\u00ebrejtur se n\u00eb zonat rurale ku ka pasur investime n\u00eb infrastruktur\u00eb rrugore, prodhimi bujq\u00ebsor \u00ebsht\u00eb rritur dhe diversifikuar n\u00eb mas\u00ebn 30 %, kostot e prodhimit jan\u00eb ulur me rreth 15% dhe pun\u00ebsimi \u00ebsht\u00eb rritur n\u00eb mas\u00ebn rreth 13 %.<\/p>\n<p>Studimi u shtri n\u00eb t\u00eb gjith\u00eb vendin dhe mbulon nj\u00eb periudh\u00eb 5-vje\u00e7are i (2012-2016). Q\u00ebllimi ishte matja e impaktit q\u00eb programi \u201cP\u00ebrmir\u00ebsimi i Rrug\u00ebve Dyt\u00ebsore dhe Lokale\u201d (PRDL) kishte n\u00eb periudh\u00ebn afatmesme n\u00eb zonat p\u00ebrfituese. Analiza bazohet n\u00eb studimin e ekonomive familjare t\u00eb administruara n\u00eb nj\u00eb kampion prej rreth 2,000 familjeve q\u00eb jetojn\u00eb n\u00eb 144 fshatra n\u00eb 12 qarqe dhe konsultim me 10 fokus grupe n\u00eb t\u00eb dy fazat e studimit 2012 dhe 2016.<\/p>\n<p style=\"font-weight: 400;\">In Albania, there is about 10,000 km of rural roads administered by the Local Government Units of the first and second level.<\/p>\n<p><a href=\"https:\/\/i0.wp.com\/www.albaniandf.org\/wp-content\/uploads\/2018\/06\/2018_06_14_2.jpg?ssl=1\"><img data-recalc-dims=\"1\" decoding=\"async\" loading=\"lazy\" class=\"alignnone wp-image-2401 size-medium\" src=\"https:\/\/i0.wp.com\/www.albaniandf.org\/wp-content\/uploads\/2018\/06\/2018_06_14_2-300x225.jpg?resize=300%2C225&#038;ssl=1\" alt=\"\" width=\"300\" height=\"225\" \/><\/a> <a href=\"https:\/\/i0.wp.com\/www.albaniandf.org\/wp-content\/uploads\/2018\/06\/2018_06_14_1.jpg?ssl=1\"><img data-recalc-dims=\"1\" decoding=\"async\" loading=\"lazy\" class=\"alignnone wp-image-2400 size-medium\" src=\"https:\/\/i0.wp.com\/www.albaniandf.org\/wp-content\/uploads\/2018\/06\/2018_06_14_1-300x225.jpg?resize=300%2C225&#038;ssl=1\" alt=\"\" width=\"300\" height=\"225\" \/><\/a><\/p>\n<p style=\"font-weight: 400;\">Disa nga gjetjet m\u00eb interesante t\u00eb studimit kan\u00eb t\u00eb b\u00ebjn\u00eb me p\u00ebrmir\u00ebsimin e ndjesh\u00ebm t\u00eb aksesit nga infrastruktur\u00ebs arsimore dhe sh\u00ebndet\u00ebsore, rritjen e vler\u00ebs s\u00eb tok\u00ebs n\u00eb zonat q\u00eb u prek\u00ebn nga programi dhe rritja e t\u00eb ardhurave familjare p\u00ebr shkak t\u00eb shkurtimit t\u00eb distanc\u00ebs mes fermer\u00ebve dhe pikave t\u00eb grumbullimit t\u00eb produkteve bujq\u00ebsore.<\/p>\n<p style=\"font-weight: 400;\">\u201cKoha e udh\u00ebtimit n\u00eb spital u reduktua me 27% n\u00eb komunitetet e p\u00ebrfituese. Banor\u00ebt e komuniteteve p\u00ebrfituese kan\u00eb 12% p\u00ebrqind m\u00eb shum\u00eb mund\u00ebsi t\u00eb vizitojn\u00eb qendrat sh\u00ebndet\u00ebsore n\u00eb rast t\u00eb nevojave t\u00eb vogla mjek\u00ebsore n\u00eb krahasim me komunitetet jo p\u00ebrfituese. P\u00ebr m\u00eb tep\u00ebr, koha e udh\u00ebtimit dhe shpenzimet e udh\u00ebtimit n\u00eb shkollat e mesme u zvog\u00ebluan me 31% dhe 54% respektivisht, si rezultat i p\u00ebrmir\u00ebsimit t\u00eb kushteve t\u00eb rrug\u00ebs,\u201d thuhet n\u00eb studim.<\/p>\n<p style=\"font-weight: 400;\">Po ashtu, v\u00ebrehet se investimet n\u00eb infrastruktur\u00eb kan\u00eb pasur ndikim t\u00eb r\u00ebnd\u00ebsish\u00ebm dhe pozitiv n\u00eb vlerat e tok\u00ebs truall dhe bujq\u00ebsore. Vlera mesatare e banesave \u00ebsht\u00eb rritur me 48%, nd\u00ebrsa \u00e7mimi i tok\u00ebs bujq\u00ebsore \u00ebsht\u00eb 1.2 her\u00eb m\u00eb i lart\u00eb n\u00eb komunitetet p\u00ebrfituese n\u00eb krahasim me komunitetet jo p\u00ebrfituese.<\/p>\n<p style=\"font-weight: 400;\">Fermer\u00ebt n\u00eb zonat p\u00ebrfituese arrijn\u00eb m\u00eb shpejt tregjet e produkteve bujq\u00ebsore, nd\u00ebrkoh\u00eb q\u00eb kostot e inputeve bujq\u00ebsore dhe prodhimit bujq\u00ebsor jan\u00eb ulur. Prodhimi dhe diversifikimi i kulturave bujq\u00ebsore \u00ebsht\u00eb gjithashtu m\u00eb i lart\u00eb 34,2% m\u00eb i lart\u00eb n\u00eb komunitetet e p\u00ebrfituese krahasuar me komunitetet jo p\u00ebrfituese.<\/p>\n<p style=\"font-weight: 400;\">Analiza e t\u00eb dh\u00ebnave statistikore dhe intervistave t\u00eb zhvilluara n\u00eb terren, v\u00eb n\u00eb dukje se investimet n\u00eb kuad\u00ebr t\u00eb PRDL kan\u00eb ndikuar pozitivisht n\u00eb rritjen e perspektivave t\u00eb pun\u00ebsimit t\u00eb kryefamiljarit. Shkalla e papun\u00ebsis\u00eb e kryefamiljar\u00ebve \u00ebsht\u00eb 12.6 p\u00ebrqind m\u00eb e ul\u00ebt dhe vet\u00ebpun\u00ebsimi \u00ebsht\u00eb rritur me 12.9 p\u00ebrqind n\u00eb komunitetet p\u00ebrfituese.<\/p>\n<p style=\"font-weight: 400;\">N\u00eb shkall\u00eb m\u00eb t\u00eb gjer\u00eb, v\u00ebrehet se investimet kan\u00eb pasur ndikim pozitiv edhe n\u00eb ekonomin\u00eb lokale. Tregues p\u00ebr k\u00ebt\u00eb \u00ebsht\u00eb rritja e shpenzimeve t\u00eb konsumit t\u00eb familjeve. Rezulton se pas investimit, n\u00eb komunitetet p\u00ebrfituese shpenzimet totale familjare (ushqimi dhe shpenzimet jo ushqimore) jan\u00eb 25% m\u00eb t\u00eb larta. Nj\u00eb fakt interesant i zbuluar nga analiza \u00ebsht\u00eb se nd\u00ebrsa, z\u00ebri i shpenzimeve ushqimore n\u00eb komunitetet p\u00ebrfituese nuk ka pasur ndryshime, shpenzimet jo ushqimore (veshje, pajisje, aktivitete) jan\u00eb rritur me 58%. Ky fakt flet p\u00ebr nj\u00eb rritje t\u00eb cil\u00ebsis\u00eb s\u00eb jetes\u00ebs n\u00eb komunitetet p\u00ebrfituese.<\/p>\n<p style=\"font-weight: 400;\">PRDL u konceptua n\u00eb kushtet n\u00eb nj\u00eb situate kur investimet n\u00eb rrug\u00ebt dyt\u00ebsore dhe lokale ishin t\u00eb cop\u00ebzuara dhe mbi 70 % e rrug\u00ebve ishin n\u00eb gjendje t\u00eb keqe apo shum\u00eb t\u00eb keqe.<\/p>\n<p style=\"font-weight: 400;\">Shtyllat kryesore mbi t\u00eb cilat u nd\u00ebrtua programi ishin: ngritja e nj\u00eb sistemi funksional t\u00eb inventarizimit t\u00eb rrjetit rrugor dhe prioritizimin e investimeve; rehabilitimi n\u00eb shkall\u00eb t\u00eb gjer\u00eb t\u00eb rrjetit rrugor dyt\u00ebsor dhe lokal, ku u p\u00ebrfshin\u00eb 144 segmente rrugore dhe ura n\u00eb nj\u00eb total prej 1,200 km dhe stabilizimi i proceseve t\u00eb funksionimit dhe mir\u00ebmbajtjes s\u00eb k\u00ebtij rrjeti rrugor.<\/p>\n<p style=\"font-weight: 400;\">Krahas financimit t\u00eb qeveris\u00eb shqiptare dhe Bank\u00ebs Bot\u00ebrore, programi arriti t\u00eb siguroj\u00eb nj\u00eb financim prej 368 milion\u00eb USD t\u00eb institucioneve t\u00eb tjera financiare si OFID, CEB, BEI, BERZH, BE (IPA 2008 \u2013 2011, WBIF), IDB, KfW.
