The Government of Albania has received financing from the World Bank toward the cost of the Project for Integrated Urban and Tourism Development (PIUTD)<\/strong>, and intends to apply part of the proceeds for consulting services. The consulting services (\u201cthe Services\u201d) include: Consultant Service for: \u201cProduct Development & Municipal support\u2013 package 3, Ref. No<\/strong>: AL-ADF-467721-CS-QCBS.<\/strong><\/p>\n

 <\/p>\n

The overall objective of this consultancy is to develop integrated, complementary and self-sustainable events for each municipality and implement these events in close collaboration with Albanian Development Fund, each municipality and other stakeholders. The consultancy is expected to build capacity and create Standard Operating Procedures (SOP) for event planning, event implementation, event promotion and event monitoring and reporting that would allow these events to be implemented in the future by staff in each municipality and\/or other possible stakeholders.<\/p>\n

 <\/p>\n

Specific tasks and indicative level of effort are as following:<\/p>\n

 <\/p>\n

PHASE A: \u201cEvent Calendar Design\u201d \u2013 2.5 months<\/h2>\n

\u00a0<\/strong><\/p>\n

During \u201cPhase A\u201d<\/strong> the consultant will be carried out the following Tasks and activities:<\/p>\n

\u00a0<\/strong><\/p>\n

Task 1: Inception phase:<\/strong> The Consultant should prepare the Inception report that should clearly outline all activities, tasks, procedures, methodology, and timeframe, as well as, include conclusions from the kick off meeting. The consultant will work with stakeholders to define an overall framework for events\u2019 calendars, events concepts that fits the current market needs across the four municipalities and to lay out a clear implementation plan with a well-defined strategy of events sustainability.<\/p>\n

\u00a0<\/strong><\/p>\n

Task 2: Event and Event Calendar design<\/strong>: The consultant, together with relevant staff from each municipality, will carry out \u201cEvent validation & prioritization\u201d. In this context, the consultant will analyse the previous products developed by Product Development 01 as well as concept ideas prepared in the Product Development Strategy and may propose other events as seen<\/p>\n

appropriate by the consultant to achieve consultancies & project goal, as well as, \u201cEvent Planning\u201d.<\/p>\n

 <\/p>\n

PHASE B: \u201cEvent Implementation & Management\u201d \u2013 12 months<\/h2>\n

 <\/p>\n

During \u201cPhase B\u201d<\/strong> the consultant will perform the following activities:<\/p>\n

 <\/p>\n

    \n
  1. Event implementation, as per the events calendars approved. At least 9 events in total are expected \u2013 with a minimum of 5 new products\/events and 4 products\/events supporting previous products already created under Product Development 01; events to be implemented over the course of 12 months.<\/li>\n
  2. Promotion of the event through online and offline channels, as per marketing\/communication plan agreed.<\/li>\n
  3. Building capacity and systems within the municipality to deliver events consistently<\/li>\n
  4. Result monitoring, with focus on the KPI\u2019s.<\/li>\n
  5. Prepare an economic impact study\/report on the quantitative and qualitative effects of the event on the destination.<\/li>\n<\/ol>\n

     <\/p>\n

    Albanian Development Fund (ADF)<\/strong> now invites eligible consultants (\u201cConsultants\u201d) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (Summary of relevant experience of the firm, description of similar assignments, experience in similar conditions, CV for the key personnel, letters of recommendation, etc.). The consultant will be a consultant company with international experience in event planning and development, which can be organized also in a Joint venture, and shall fulfil the below mentioned requirements:<\/p>\n
