The Government of Albania has received financing from the World Bank toward the cost of the Project for Integrated Urban and Tourism Development (PIUTD)<\/strong>, and intends to apply a part of its for-consulting services foreseen under component 2 of this project. The consulting services (\u201cthe Services\u201d) include: \u201cSite Management, Interpretive, Visitor Experience Plans, Design and Supervision for Kanina Castle, Borsh Castle and Spile Cave touristic sites. Structural Interventions to increase cliff stability of Borsh Castle\u201d\/REF No: AL-ADF-245792-CS-CQS<\/strong><\/p>\n

 <\/p>\n

Main Goal of this Assignment<\/strong><\/p>\n

 <\/p>\n

To protect and preserve the unique values of cultural heritage in order to promote their universal values, tourism development and sustainable economic development of the area. This will help to transform the sites into very important touristic destinations.<\/p>\n

 <\/p>\n

The Consultant will carry out the following main activities in two phases:<\/p>\n

 <\/p>\n

PHASE A: Preliminary works, site management plans, design services and site maintenance plans. <\/strong><\/p>\n

\u00a0<\/strong><\/p>\n

PHASE B: Supervision of works. <\/strong><\/p>\n

 <\/p>\n

For Phase A, <\/strong>the Consultant will carry out the following main activities\/ tasks:<\/p>\n

\u00a0<\/strong><\/p>\n

Task 0<\/strong>: Carry out an inception desk-review, including stocktaking and preparation of a Work-Plan and preparation of the inception report.<\/u><\/em><\/p>\n

Task 1<\/strong>: Development of Conservation Plans, Stakeholder Workshop for Kanina Castle, Borsh Castle, Spile Cave and identification of structural interventions to increase the cliff stability of Borsh Castle.<\/p>\n

Task 2<\/strong>: Develop one Vision<\/u><\/em> for the Tourism Valorization of each touristic sites for a 10-year period. Prepare Site Management Plans<\/u><\/em> for the site (for a 5-year period), which will provide sustained stewardship and management to the touristic sites. Also identify investment<\/u><\/em> projects\/activities in and around the site that fulfill the vision developed,<\/p>\n

prioritize, and select<\/u><\/em> them to be financed under PIUTD.<\/a><\/a><\/p>\n

Task 3<\/strong>: Preliminary Concept Design,<\/u><\/em> preliminary Estimates for selected investment projects\/activities for the three touristic sites as well as structural interventions for the stability of Borsh Castle.<\/p>\n

<\/a>Task 4<\/strong>: Prepare detailed designs<\/u><\/em>, BoQs, technical specifications, technical reports, EIA reports, and works schedule for selected investment projects\/activities and structural interventions to make them ready for bidding. Prepare Site Maintenance Plan<\/p>\n

For Phase B<\/strong>, the Consultant will carry out the following main activities:<\/p>\n

Activity 2:<\/strong> Construction Phase<\/p>\n

Activity 3:<\/strong> Defects Liability Period<\/p>\n

Albanian Development Fund (ADF)<\/strong>, now invites eligible companies (\u201cConsultants\u201d) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (Summary of relevant experience of the firm, description of similar assignments, experience in similar conditions, CV for the key personnel, letters of recommendation, etc.).\u00a0 The consultant should be a Firm. Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.<\/p>\n

The consultant must meet the following qualification criteria: The consultant firm should have experience with similar assignments. As a minimum criterion the firm should have performed at least one similar assignment in the last past 5 years.<\/p>\n

For Phase A<\/strong>, the consultant should have a multi-disciplinary team of 13 key staff<\/u><\/strong> professional and technical personal will be required for the execution of the project. The Consultant Team should be led for the full term of the project by a Principal Team Leader with international experience in cultural heritage site management<\/strong> and experienced in project management in similar projects as follows:<\/p>\n
