The Government of Albania has received a financing from the World Bank – International Bank for Reconstruction and Development (IBRD) toward the cost of the Regional and Local Roads Connectivity Project (RLRCP), and intends to apply part of the proceeds for consulting services.<\/p>\n

The main objective of the project: \u201cInner Ring of the Alps, Construction of the road Prekal – Qafa e Shoshajt – Lotaj and Lekbibaj – Qafa e Agrit – Nderlysaj” is to improve regional connectivity and facilitate accessibility to the tourist potentials of the North-East areas of the city of Shkodra and the Zones of the Tropoja District, bringing the expansion of the region’s tourist offer and increasing the opportunity for sustainable regional economic development. The construction project of these segments will aim to improve the quality and safety of road traffic by preserving the existing road route in some areas and by building new routes where necessary.<\/p>\n

The consulting services (\u201cthe Services\u201d) include preliminary and detailed designs of road as well as Bills of Quantities (BoQs) and technical specifications prepared for tendering. The duration of the project is foreseen for 4 (four) months. The expected period for the service commencement is January 2022.<\/p>\n

The detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest.<\/p>\n

ToR_Design_Prekal-Lotaj_Lekbibaj-Nderlysaj<\/a><\/p>\n

The Albanian Development Fund now invites eligible consulting firms (\u201cConsultants\u201d) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.<\/p>\n

The Consultant shall simultaneously comply with the following minimum criteria:<\/p>\n

    \n
  1. The Consultant shall have similar previous experience in design of highway construction and road infrastructure with value of services not less than 200,000 USD net of VAT, performed during the five years, in a role of sole consultant or member of Joint Venture<\/li>\n<\/ol>\n

    In case of “EoIs” submitting by a JVCA, the selection criteria will be applied to the Joint Venture\/Consortium as a whole.<\/p>\n

    Key Experts will not be evaluated at the shortlisting stage.<\/p>\n

    The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank\u2019s \u201cProcurement Regulations for IPF Borrowers\u201d July 2016, as amended, setting forth the World Bank\u2019s policy on conflict of interest.<\/p>\n

    Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and\/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.<\/p>\n

    A Consultant will be selected in accordance with the Consultant\u2019s Qualifications Based Selection (CQS) method set out in the Procurement Regulations.<\/p>\n
