   As part of the “Ali Pasha Trail”, a centerpiece of the broader initiative to promote sustainable tourism in Laberia area offering visitors a unique opportunity to step back in time and explore the legacy of Ali Pasha of Tepelene alongside the adventures of romantic figures like Lord Byron and Edward Lear, the Works have been divided in the sub-components listed below:
   •IP (1) Rehabilitation of Gusmar Village Centre and Establishment of a Tourist Mobility Service Point
   The rehabilitation of the village square aims to create a multifunctional hub for the local community, and a tourist stop along the “Ali Pasha Route.” The local population will benefit from new seating areas, improved public lighting, improved access to the fountain area and increments of the number of local trees and shaded area.
   The proposed Mobility Hub will serve as both a tourist information point and a local bus stop.
   A small new volume, connected to the existing administrative building, will function as a commercial space, generating income and providing tourist services for visitors going to Nivice and Progonat.
   The tourist-oriented services are designed to support and promote bicycle tourism, but they may also function as a general tourist information point and a community-focused infrastructures.
   This rehabilitation will facilitate access to the trail by providing parking, bicycle rental, and visitor information.
   •   IP (2) Tourist Mobility Service Point in Salari
   The Salari Mobility Hub project is a transformative initiative aimed at revitalizing an underutilized and unplanned parking area while enhancing the visitor experience with a scenic viewpoint overlooking the canyons. This sub-component’s key features include:
   •   Mobility Hub:
   •   Bike Repair, Renting, and Charging: The mobility hub will offer essential services for cyclists, including facilities for bike repair, rental services for those looking to explore the area, and charging stations for electric bikes, promoting sustainable travel and accessibility.
   •   Dedicated viewpoint (Panoramic View Area): will be established at top terrace, offering visitors breathtaking panoramic views of the surrounding canyons.    Natural stone, similar to what is used in the main square, will be employed to maintain visual consistency. The project takes place in the Municipality of Shkoder, a continuation of the project of the new bridge over the Buna River in the border area Albania-Montenegro. This project will connect the Bridge over the Buna River with the Shkoder-Velipoje National Road, the border crossing point and the auxiliary infrastructure. This project targets the coastal border area that extends from the northern coastline of Albania, to the delta of the Buna/Bojana River in the Adriatic Sea. The whole area represents a great tourist potential, with well-known destinations such as Shengjini and Velipoja on the Albanian side, with unexplored but wonderful beaches such as Rana e Hedhun, Rrjoll, with lagoons, islands, hills, natural parks, rivers, etc. and Ulcinj in Montenegro with wonderful, salty beaches and cultural assets. The existing road on which the track of the new road lies is a rural road that connects the area around the village of Pulaj with Velipoje by connecting to the Shkoder-Velipoje road. The existing road has an asphalt width of 3.5-4.0m and unpaved shoulders on both sides with variable width. On the right side, the road is bordered by the main existing drainage channel. The objects on both sides of the street have direct entrances and exits to the street. The facilities on the side of the canal have made their entrances and exits on the street by crossing the canal with small culverts and fill. At the end, the road connects with the road over the embankment along the Buna River. The existing road is located at an elevation of 0.5-1.5m above sea level. The existing road has no lighting, sidewalks and rainwater drainage system. The new junction will lie on the existing Shkoder-Velipoje road, which has an asphalt width of 6.0m (2 lanes x 3.0m) and unpaved shoulders on both sides with a width of 1.5m. The road has a drainage channel on both sides, which is occasionally interrupted by entrances and exits. The road crosses over the main canal with a 15m span bridge in amortized condition.

   The Site is located inside Shkodra Municipality.
   Geographically this area extends from the Buna bridge in the south, continues along the national road of Shkodra in the direction of the city to the bypass roundabout in the east and follows the bypass to the point of union with the old bypass in the north. To the west it is bordered by the waters of the Buna River and Lake Shkodra.
   The Project area is very sparsely populated. Natural soil occupies the largest percentage. Its functionality is divided into two parts:
   – South part, in which there is a casual park, some businesses and a promenade.
   –    North part, otherwise known as the part between two bypasses, low natural soil.
   Wetland Park is a special area located at the north of the site. This strategic area protects the wetland of Shkodra lake allowing its flooding in rainy seasons. At the same time, Wetland Park provides recreational functions for the citizens compatible with the flooding of the area such as walking and resting areas with views over the wetlands and sports facilities. Wetland Park has enormous strategic importance for Shkodra because it is a pioneer climate adapted project in Albania that regulates the flooding. This green buffer can also become a model for the sustainable development of the city in contact with Shkodra lake.

   The Albania Infrastructure and Tourism-Enabling Project “the Project” is financed by the European Union through technical assistance and investments grants for a total amount of EUR 40 million, and by complementary sovereign loan facility provided by the EBRD to the Government of Albania. 3. Other Information
   The Sine (Arras) -Fushe Lure Road section is part of the Peshkopi – Fushe Lure Road. This road is the main axis that connects the city of Peshkopi with Fushe Lure and other areas close to this village. Recently, this road has been used more and more by local and foreign tourists, especially during the summer, to enjoy mountain tourism and the various attractions of the area. Therefore, the rehabilitation of this axis has become very important and necessary for attracting more tourists and facilitating trade and communication between the inhabitants of Peshkopi and those of all the villages scattered in Fushe Lure area.
   The Scope of works will involve the above-mentioned road section in the Municipality of Dibra. The district of Dibra is located in the north-eastern part of Albania, and it is characterized by a hilly-mountainous relief.
   The road section to be fully rehabilitated has a total length of 2,144m; it starts at the intersection connecting the main road to Sine village and ends at the intersection with the road from Arras to Fushe Lure. This road section needs serious interventions for strengthening the load capacity of the road, the construction of new retaining walls, few culverts and repair works at the existing culverts and one bridge, and other works for increasing the level of safety for the road users.
   Also, asphalt works (4cm thick wearing course layer) and the installation of guardrails in designated locations (7,000m, in total) will be carried out between Arras and Fushe Lure for a total length of approx. 20km.
   Finally, the existing rehabilitated road carriageway will be 6m wide, composed of two asphalted lanes, 2.5m wide in each direction, plus 0.5m wide shoulder in each direction. The design speed has been generally is 50km/h, although in certain sections the design speed has been decreased to 30km/h due to the particular difficult alignment encountered.
