3. Other Information
   The Sine (Arras) -Fushe Lure Road section is part of the Peshkopi – Fushe Lure Road. This road is the main axis that connects the city of Peshkopi with Fushe Lure and other areas close to this village. Recently, this road has been used more and more by local and foreign tourists, especially during the summer, to enjoy mountain tourism and the various attractions of the area. Therefore, the rehabilitation of this axis has become very important and necessary for attracting more tourists and facilitating trade and communication between the inhabitants of Peshkopi and those of all the villages scattered in Fushe Lure area.
   The Scope of works will involve the above-mentioned road section in the Municipality of Dibra. The district of Dibra is located in the north-eastern part of Albania, and it is characterized by a hilly-mountainous relief.
   The road section to be fully rehabilitated has a total length of 2,144m; it starts at the intersection connecting the main road to Sine village and ends at the intersection with the road from Arras to Fushe Lure. This road section needs serious interventions for strengthening the load capacity of the road, the construction of new retaining walls, few culverts and repair works at the existing culverts and one bridge, and other works for increasing the level of safety for the road users.
   Also, asphalt works (4cm thick wearing course layer) and the installation of guardrails in designated locations (7,000m, in total) will be carried out between Arras and Fushe Lure for a total length of approx. 20km.
   Finally, the existing rehabilitated road carriageway will be 6m wide, composed of two asphalted lanes, 2.5m wide in each direction, plus 0.5m wide shoulder in each direction. The design speed has been generally is 50km/h, although in certain sections the design speed has been decreased to 30km/h due to the particular difficult alignment encountered.

The Site is located at Shkodra region.

The segment of the road included in this project with L = 6448km, is connected with the road that leads to the old Buna Bridge and with the road Shtatë Bajrakët, in the district of Rrethina, Municipality of Shkodra. This road segment is very important for the area as it regulates the traffic of its inhabitants and serves the tourist area Shirokë – Zogaj.

The road will pass on an existing route, as the existing road used by residents has a well-defined trail, and is asphalted from Shiroka to Zogaj. The length of the asphalted part is about 4220 meters. After this progress, the new by-pass route over the village of Zogaj will start. This by pass will cross the existing road that passes through Zogaj for a length of L = 1480m. The point where the bypass starts to be traversed is the progressive 4 km + 220 meters, and is connected to the progressive 5km + 700 meters.

Also, the last segment of the road from Zogaj to the border crossing point which is about 492 meters will become a new route.

Therefore, the total length of the asphalted part is 4968 meters, with a road width of 6 m plus two ditches: one 0.7 meters and the other 0.5 m sidewalk on the mountain side – 1x 100 cm on one side unpaved, and the bike lane (Sidewalk) by the lake.

The project also included “Polluted water sewer and atmospheric water drainage systems of inhabited centers; Liria, Shiroka and Zogaj”. In this first phase of the project, called Lot I, only the extent of the pipes is given, with and without pressure of polluted waters sewers and the surface waters drainage of the inhabited centers; Liria, Shiroka and Zogaj, along the road.

1. The Government of Albania has received financing from the World Bank toward the cost of the Regional and Local Roads Connectivity Project (RLRCP), and intends to apply part of the proceeds toward payments under the following contract.

Albanian Development Fund (ADF) is the Project Implementing Agency for the “Regional and Local Roads Connectivity Project (RLRCP)” Project.

2. ADF now invites sealed Bids from eligible Bidders for:

RLRCP/1/1.13/2021, “Construction of bridge no. 2, km 7+500, Fier – Seman Road”. The construction period is 6 months. This project lies in the central-southern area of Albania. The bridge is located in the segment Fier Seman Road and it is in the cross point of Seman and Darezeze village. There is actually an existing bridge crossing the big irrigation channel. The technical parameters of the bridge are not good, as the width is reduced and is a one lane bridge.

The Project consists of the construction of a new two span bridge, with two abutments and a central pillar. The beams will be tensioned. The geometry lay of the bridge will be parallel with the existing two segments which will facilitate the traffic and reduce hazardous traveling. The width of the bridge will be for two lanes in way to anticipate

Bidding will be conducted through international competitive procurement using Request for Bids (RFB), Small Works (One-Envelope Bidding Process) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Interested eligible Bidders may obtain further information and inspect the bidding document during office hours 10:00 to 14:00 hours at the address given below.
5. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 200 Euro. The method of payment will be direct deposit to the ADF account, at Union Bank, as follows:

In the event of discrepancy between electronic and hard copies of the documents, the hard copy shall prevail.

6. Bids must be delivered to the address below on or before June 03, 2021, 11:00 hrs. Electronic bidding will not be permitted. Late Bids will be rejected. Bids will be immediately publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below.
7. All Bids must be accompanied by a bid security in the amount of 45,200 US$, or its equivalent in a convertible currency (using the Bank of Albania official exchange rate on the date of publication of the Specific Procurement Notice.
