This Invitation for Prequalification follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices (www.ebrd.com) on November 30, 2010.

The Albanian Development Fund (the Employer) intends applying the proceeds of a loan from the European Bank for Reconstruction and Development, European Investment Bank and grant funds from IPA 2010/2011(the Banks) towards the cost of the Secondary and Local Roads Project.

The Employer intends prequalifying firms and joint ventures to tender for the following contract(s) to be funded from part of the proceeds of the loan:

- Contract CWC/ICB/2012/WL-Rec 39, Reconstruction of road segment Çorovode – Hambull in Berat Region – is a regional road of length 12.7 km situated in “mountainous” terrain. The estimated contract duration will be 13 months.

- Contract CWC/ICB/2012/WL-Rec 51, Reconstruction of road segment Kelcyre – Suke – Ballaban in Gjirokaster Region – is a regional road of length 15.24 km. Out of the total length of road the first 6.5 km are classified as “mountainous” terrain and the last 8.7 km are classified as “rolling” terrain. The estimated contract duration will be 13 months.

- Contract CWC/ICB/2012/WL-Rec 86, Reconstruction of road segment Duhanas – Rroshnik in Berat Region – is a regional road of length 11.54 km. Out of the total length of road the first 2.0 km are classified as “flat” terrain and the last 9.54 km are classified as “mountainous” terrain. The estimated contract duration will be 12 months.

- Contract CWC/ICB/2012/WL-Rec 89, Reconstruction of road segment Shengjin – Kune in Lezha Region – is a regional road of length 5.3 km. The road is in “flat” terrain and runs parallel with the beach. The estimated contract duration will be 9 months.

Prequalification and tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms and joint ventures of firms from any country..

Prequalification documents may be obtained from the address below upon payment of a non-refundable fee of 50 Euro or equivalent in a convertible currency.  The method of payment will be cash, cashier’s check, or direct deposit to the ADF account, at Union Bank, as follows:

For direct deposit, the tenderer should provide Bank’ payment receipt to the Employer.

If requested, the documents will be promptly despatched by courier, but no liability can be accepted for loss or late delivery.

Prequalification documents may be obtained beginning from 20^th February 2012.

The prequalification documents must be duly completed and delivered to the address below, on or before 14:00 hrs CET on 6^th April 2012.  Documents which are received late may be rejected and returned unopened.
