Project Measures:
The objective of the water component of the social infrastructure programme is
to provide reli-able and hygienically safe drinking water to the population of
20 to 25 villages in the north of Albania. The programme measures comprise the
rehabilitation and new construction of gravity water supply systems. The goal of
the project measures is the safe water supply in rural areas at operation and
maintenance cost covering as well as socially acceptable tariffs.
The participating project villages are selected by ADF and KfW according to a
matrix of selec-tion criteria.
Requested Consulting Services:
The Project Executing Agency (PEA) intends to engage an international consulting
firm in as-sociation with other international consultants and/or domestic
consultants to execute services for project implementation and assistance to the
PEA in general project administration and project implementation. The key
components of the consulting services are as follows:
1. Implementation of water supply measures
- Detailed construction design for FIDIC red book tender
- Elaboration of tender documents (BoQ, Specification, Drawings, etc.)
- Construction management and on-site supervision as FIDIC Engineer during
construction and defects notification period
2. Support to the PEA during
- the commune / village selection procedure
- the preparation of the socio-economic and technical feasibility studies
- tender procedures and project implementation
- information campaigns in the communes and villages
- education and training measures for the operators of the water supply
systems.
The prequalification of experienced Consultants will follow the latest version
of the “Guidelines for the Assignment of Consultants in Financial Co-operation
with Developing Countries”, which are available on KfW’s website:

It is foreseen to assign the service to an independent Consultant with proven
experience in the rural water supply sector with a minimum annual turnover of
EUR 1.5 million p.a. in the past three years for the lead company.
