Speech of Deputy Prime Minister Mr. Gazmend Oketa at Albanian Development Fund Conference
As Chairman of the Board of Trustees of Albanian Development Fund, I would like to welcome you all in this conference, my colleges of Government of Albania and local government, and the representatives of financial institutions, partners, NGO-s and media.
The today conference is focused on the presentation of the activities carried out by Albanian Development Fund through 14 years of experience. In the meantime, we would like this activity to be open forum for sharing our concerns and ideas for the important challenges of Local development in Albania.

Opening Speech of Mr. Benet Beci, the Executive Director of the Albanian Development Fund
The Albanian Development Fund is an institution which has worked for over 15 years in support of the Local Governments. The ADF work consisted in the implementation of local infrastructure projects, mainly rural roads. Therefore both the Albanian Government and the World Bank have considered the ADF the right institution for the implementation of such a project.
As mentioned by Mr. Deputy Prime Minister and the representative of the World Bank, the project whose implementation we are announcing today is particularly important for the rural development of the country.

Statement of Richard Martin Humphreys, Program Team Leader of Transport in the launching ceremony of the Secondary and Local Roads Project
The World Bank has a long history of successful collaboration with the Government of Albania in the Transport Sector is happy to support the Government of Albania, through the Albania Development Fund, to prepare and implement the Secondary and Local Roads Project.
Over half (55 percent) of the Albanian population lives in rural areas, and one-quarter (24 percent) of the rural population is estimated to live in poverty. A recent survey, noted that, after employment and income, the majority of respondents considered infrastructure problems to be the main factors affecting their low standard of living.
