The Albanian Development Fund has created a methodology and structure for developing a local development plan with broad-based community participation. This methodology was produced with the assistance of an international consultant, Urban Institute; Washington D.C. ADF tested this methodology in five communes of the country with different features such as demography, the level of development, geographical distribution.
