The Government of Albania has received financing from the World Bank toward the cost of the Secondary and Local Roads Project, and it intends to apply part of the proceeds toward payments under the contracts for the civil works as given in the paragraph below.
The Albanian Development Fund now invites sealed bids from eligible bidders for the following tenders:
1. CWC/ICB/2008/WL-Rec 02, Reconstruction of road from Kuben to Perroi i Kapsit, Dibra Region (10 km). The construction period is 9 months.
2. CWC/ICB/2008/WL-Rec 03, Reconstruction of road from Domaj to Ura e Lapajve, Kukesi Region (10 km). The construction period is 10 months.
3. CWC/ICB/2008/WL-Rec 05, Reconstruction of road from Strum to Qafa e Marinzes, Fieri Region (11.5 km). The construction period is 10 months.
4. CWC/ICB/2008/WL-Rec 10, Reconstruction of road from Ura e Farkes to Qender fshat, Tirana Region (6.5 km). The construction period is 8 months.
In the case of a bidder submitting bids for more than one tender, it should indicate so in each respective bid and show that it meets qualification requirements for cumulative number of submitted bids.
Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, dated May 2004 and revised October 2006, and is open to all eligible bidders as defined in the guidelines.
Interested eligible bidders may obtain further information from and inspect the bidding documents from the Albanian Development Fund at the address below during office hours from 09.00 to 16.00, local time. A complete set of bidding documents in English language may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of 200 Euro.
The method of payment will be cash, cashier’s check, or direct deposit to the Albanian Development Fund account number: 0100404651 Raiffeissen Bank –Tirana, Albania, SWIFT code: SGSBALTX. The Bidding Documents will be sent by airmail for overseas delivery and surface mail or courier for local delivery.
The Albanian version of bidding documents is available and will be delivered to any purchaser of the English-language documents. Bidders should note that any issue of documents in Albanian is strictly for the convenience of bidders. The English language version of the documents shall remain the ruling version in all circumstances; the bid shall be submitted in English and the Contract shall be signed in English.

- or an equivalent amount in a freely convertible currency, and be delivered to the address below by 12:00 hrs (Albania time) on September 17, 2008. They will be opened immediately thereafter, in the presence of bidders’ representatives, who choose to attend, at the address below. Late bids will be rejected.
