The Albanian Development Fund (ADF) is established as an autonomous implementing agency of the “Poverty Alleviation and Rural Infrastructure” Project at the beginning of 1993, based on an agreement between the Albanian Government and the World Bank.

The scope of ADF’s activity is the encouragement of a sustainable, balanced and cohesive socio-economic development in support of the government’s development policies at the local and regional level.
ADF’s frame of activities includes the process of project designing, management, financing, implementation, and supervision of all projects pertaining to the scope of activities.
The main ADF competences are as follows:
- The Management of projects funded by the Albanian Government and/or other donors in the framework of regional and local development.
- The provision of financial assistance in the form of grants, loans, guarantees etc. for the local government units in order to improve the socio-economic infrastructure and local public services.
- The provision of technical assistance for the implementation, follow-up and supervision of investments which shall improve the socio-economic infrastructure and local public services.
