The “Community Works II” of the World Bank includes a component of social services. The idea of this component is to finance construction of six community centers in six rural centers (communes) of Albania and supporting them with equipment and starting some activities that will then be managed by the communes themselves. In the framework of this component the 12 Qarks (Regions) proposed each a commune candidate for this financing. The twelve communes applied to ADF and six of them are selected. For this reason May 16-th 2006, we had training in the ADF offices with the participation of the representatives from 12 communes. In the training participated 25 persons, mayors, heads of the services department, social workers, etc. The goal of the seminar was to explain the idea of the project, discuss the types of services eligible as well as training these communes on how to apply to ADF for this project. One of the main objectives of this training was to put the communes in an equal start to compete with their proposals.
