Project / Program Title: “COMMUNITY WORKS PROJECT II” |
Goal:
Supporting of the Albanian Government efforts in connection to the development of the rural and urban areas of the country and alleviation of poverty in the framework of the national Strategy for the social and economic development and the World Bank Strategy “CAS” (Country Assistance Strategy) for the assistance to Albania. |
Objective:
To alleviate local bottlenecks hindering development (including infrastructure and services) through:
 Improving of access to the social services and a qualitative social and economic infrastructure, through rehabilitation/construction of local infrastructure sub-projects and provision of basic services to the community, and
Promotion of institutional development at local level through development of programs/activities related to the capacity building of the local government and community. |

Project Description:
In the major directions this project will be a continuation of the “Community Works Project I” in regard to both the nature of the investments and the main objectives as well as the intervention methods, which aim at an improved quality. In the meantime, as a response to the new project, new activities have been targeted such as preparation of “Local Development Plans and Participatory Monitoring and Evaluation”. In addition to that, it was considered necessary to review the procedures of the previous Project, which was later completed during the period 2000-2003. As a result, in May 2004 the “Community Works Project II” became effective for a total funding of 24,2 million USD out of which 15 million USD were funded by the World Bank/IDA. |

Target groups:
The project will be implemented country-wide. However, the Project will assure that proportionally more funds are transferred to poor communities through the use of poverty indicators. More specifically the beneficiaries will be local communities of the rural and urban intervention areas and local representatives of the beneficiary Communes and Municipalities. |

Other comments:
In addition to the preparation of the Local Development Plans, one of the most important activities of the Project is the implementation of a new methodology for the allocation of the investments’ funds at local level. The Project prepared and applied a completely technical methodology, based on the social and economic indicators by strongly avoiding the different influences of any nature in the distribution of the investments. |
