Goal:
The Program was designed to support social and economic development of local communities through improvements of the small social and economic infrastructure and the improvement of the capacities of the local governments by increasing at the same time the level of community participation in the project’s process. |

 Alleviation of local infrastructure problems through rehabilitation of the small social and economic infrastructure in accordance to the development priorities of the local communities and government

Project Description:
The Project was designed by the World Bank and the Albanian Government after the social and economic riots of 1997 and it was part of the strategic development document “CAS” (Country Assistance Strategy) of the World Bank. The Project was expected to implement the most important component of the infrastructure works for a period of 4 years. Actually, it was completed within a period of almost two years between 2000 and 2002. For the first time, in regard to the investments implementation, it was widely applied the beneficiaries inclusion and participation method during the process of the selection of the investments priorities. This was achieved by increasing of the participation level of the beneficiaries since the first steps of the sub-projects selection and identification process at the village/Commune/Municipality level aiming at ensuring their commitment in the later stages of the investment. The sub-projects targeted by the Projects are part of the small rural and urban infrastructure such as roads, aqueducts, schools, markets, social and economic objects etc. distributed in about 200 Communes and Municipalities of the country. |
The main components of the Project are:
Small rural and urban infrastructure works for about 189 sub-projects distributed throughout almost all the Regions of the country.
Training of the local governments and their communities through organization of national and local seminars and completion of specific activities in support of the capacity building of the local government and community. |

Other comments:
For the first time a new activity named “Regional Development Planning” was realized by this Project. The study was completed in the framework of the actual needs of the 5 Regions to have a regional development “Plan” and to be integrated into the national development. The study has been developed as a prospective of the activities of the ADF in the framework of the new supporting policies toward the local governments and in the framework of the decentralization of powers in Albania. |
