Goal:
To support the Albanian Government for the development of the rural and urban areas by improving the local small infrastructure conditions and according to process of increasing of the local communities in the proces of local development |

Project Description:
The Albanian Government in October 1995 signed the first financial agreement with European Commission, an agreement signed in the framework of “PHARE Program” of European Community. The PHARE Program established to help the development of East-Europe Countries. ADF was chosen for the implementation of this financing agreement called “Local Community Development Project”. This Program in Albania is designed by the European Community and the Albanian Government with the aim of intervening in all the regions of the country. This was made possible through funding of Programs 1, 2, 3 and 4, which completed and supported their consecutive investments. The Program 1 was made effective and started its implementation during the second half of 1997 while the last Program 4 has completed its sub-projects in 2001. In consideration of the fact that the ADF was also implementing other Donors’ funding, the selection of the regions has been made in accordance to the investments allocation strategy of the other Donors, especially of the World Bank. In addition, the sub-projects are chosen after a fine selection and in consideration of the infrastructure priorities set at the level of villages, Communes and finally Regions. |
The main components of the Project are:
Rural and urban infrastructure works
Training and capacity building for the local governments under the conditions of powers’ decentralization. |
Target groups:
Local community of the rural and urban areas of the country, local representatives of the Communes and Municipalities, infrastructue works’ private companies. |

European Community, Albanian Government, ADF, municipalities and communes, civil works’ companies. |

Other comments:
The Projects are considered positive because ; The process of beneficiaries priorities selection is consolidated; It was intervened to areas not previously financed before 1997; It completed all areas where were not intervened up 1997 (plus 14 new districts); Beneficiary contribution at the amount of 10% has been totally realized. It has increased the beneficiaries’ participation in Project and has changed the beneficiary mentality related with their responsibility towards investment; Certainly, local capacity building activity has worked and influenced especially to the increase of community participation. |
