Project Description:
At the beginning of 1994 the urban infrastructure was in very bad conditions: the aqueducts and the piping system were in bad conditions; the sewage system was inappropriate; the public buildings (health care centers, kindergardens, markets, schools) were not maintained and under continues devastation etc. In the meantime the Albanian cities faced the big problem of massive immigration of population from the rural areas toward the urban areas. Under this situation the development Projects were the best mechanism in promoting the local development. As the previous projects, the “Urban Works and Development of Small Enterprises Project” was designed from bottom to the top by initially identifying the needs, difficulties and implementing potentials of the participating municipalities. Projetc activities were adapted to the process in accordance to the needs and the preliminary findings. A Pre-Pilot stage was addressed to the rehabilitation of 2 sub-projects (markets) in Shkodra and Shijak and it aimed at developing a complete Project methodology. These initial interventions were expected to test the capacities of the municipalities in selecting and evaluating the sub-projects, organizing biddings, participating in the investments and organizing of maintainace and sustainability. |
The main components of the Project are:
Urban Works; About 30 public works of small infrastructure to facilitate the marketing and treat minor environmental issues
Training of the Local Government; Different trainings were necesasary to be organized to support the local government in improving its capacities and promote the local development. |
Target groups:
Urban communities of the targeted cities, newly established small businesses, vulnerable groups such as children and women, civil works private companies. |

Other comments:
After completion of field assessments it was noticed that participation of the inhabitants in sub-projects selection process in the urban areas was more difficult to achieve compared to the rural areas. The urban sub-projects’ impact is less recognizable compared to the rural areas. The urban works are often technically overloaded and require much more implications than the rural works. However, the private contractors prefer better to undertake implementation of works in urban areas. |
