Promoting of development of rural areas in Albania through creation of job opportunities and the support to the economic activities, rehabilitation of infrastructure and assistance to the most emergent areas of the private sector in connection to facing of the requirements of the newly established market economy |

Project Description:
The Rural Development Project is a continuation of “Alleviation of Rural Poverty Project” in terms of both objectives and components. The Rural Development Project became effective in 1995. The project components were:
Rural works to rehabilitate small infrastructure, such as ex cooperative dirt roads, village water supply or irrigation systems, schools and health care centers, market, facilities (forseen 190 sub-projects)
Small scale credit to extend the existing village credit fund network and provide small loans to farmers and other rural micro entrepreneurs for all types of income generating activity
Promotion of rural activities by providing business and technical advice, and promoting and supporting the creation of village animal health associations to improve prophylaxis and
Studies and local government training. The project was expected to fund based on the request coming directly from the Communes, which should first collect the request from the villages in regard to their needs. There were three basic criteria in selection of sub-projects: social and economic impact, level of engagement of the work force and compliancy to the technical and financial requirements of the Project. In addition the Communes are asked in any case to contribute with at least 5% of the sub-project’s investment value. |

Other comments:
Generally the Kommunes have contratcted technical staff to prepare the project and supervise the works. The Communes has completed the works by contracting private construction companies through open national bidding, differently from the experience of the previous Project (when works were carried out with the Commune). Only 20 works’ contracts are implemented with the Commune (12% of the total contracts signed), which shows the progress of the process and of the Project methodology. 173 sub-projects were implementedout of which: 96 roads, 25 irrigation system, 6 schools and health care centers, 34 aqueducts and 12 other. |
