Project / Program Title: “SOCIAL INVESTMENTS FUNDS I, II, III” (KFW)

Goal:
Support the Albanian Government in promoting the social and economic development of the country by improving the small local infrastructure in Albania, promoting of development of private businesses and creation of opportunities for temporary employment in the poorest areas of the country.

Objective:
Rehabilitation of the small infrastructure in accordance to the priorities of the local communities and governments
Create employment opportunities for beneficiary population especially by implementing employment social projects (intensive labor) which allow a higher engagement of the work force
Improve living conditions of the population in the rural and urban areas. .

Project Description:
Targeted rehabilitation sub-projects are the most typical objects completed by the ADF such as roads, aqueducts, public buildings, irrigation, markets etc. As a response to the objective of increasing the employment level of the beneficiary population, a specific project named “Intensive Labor” Social Project was designed by German Development Bank (KfW), for the 11 poorest cities of the northeast area. This project is distinguished for the full commitment of the municipalities in implementing the selected sub-project by undertaking the administration of the funds and completion of works for a sub-project value of 30.000 Euro for each Municipality.

The main components of the Project are:
Rural and urban infrastructure works
Support the local governments in understanding the methods of engagement of local resources, creation of employment opportunities, assistance and training services and investments’ sustainability.

Target groups:
Local communities of the rural and urban intervention areas, local representatives of the Communes and Municipalities, ADF staff

Stakeholders involved:
Banka Gjermane per Zhvillim (KfW), Albanian Government, local communities and local government, ADF, construction Companies, local NGO-s

9,45 Euro

Duration:

1999 – 2006

Other comments:
The first funding was realized during the period 1999-2002, while the other two Projects are projected following each other during the period 2003-2006. The results of the Projects funded by the KfW are progressively assessed by local independent consultants and the results of these assessments have been satisfactory for both SIF I and SIF II Projects. In consideration of these results the KfW is designing a new funding “Rural Water Supply Project”, which is expected to start during 2007. A characteristic of the sub-projects of these Projects was their average value, which is higher than the average of all the ADF sub-projects.
