Project / Program Title: “ALLEVIATION OF RURAL POVERTY PROJECT” |
Goal:
Support the Albanian Government in promoting the development of rural and urban areas by improving the small local infrastructure conditions, living standards of the population of these areas and by supporting the process of increasing the involvement of the local communities in the development process. |

Project Description:
CARDS Programm is designed by European Community to follow PHARE Program. The funds planned for ADF after some delayes of procedural nature were available only in February 2004. The way of distribution, selection, budgeting and implementation of the sub-projects in this Program have followed the same methodology practised by ADF in Projects/Programs financed by World Bank. The social component of this donation is lighter compare with World Bank Projects, but has stronger component on capacity building of local government staff through provison of training. |
The main components of the Project are:
 Civil works of rural and urban infrastructure
Studies on planning of regional strategies and training
Support to the Project implementation, technical assistance. Types of sub-projects targeted for rehabilitation are almost the same with the previous sub-projects implemented by ADF; mainly roads, less aqueducts, public buildings, irrigation, markets etc. |
Target groups:
The beneficiary groups of the Program are rural and urban areas communities, representatives of the local government and the private construction companies. |

European Community, ADF, Communes and Municipalities, local rural and urban communities, construction companies. |

Other comments:
Financing of European Community for ADF investments have been very important. In concert Program Phare, European Community financing takes around 38-40% of the total ADF funding, being almost at the same rates with World Bank financing. |
