Benet Beci – Executive Director
Born in Tirana on January 25, 1965. Graduated in 1987, Tirana University, Faculty of Economics. Master‘s degree in Business Administration, University of Tirana and University of Nebraska – Lincoln in 2003. Master’s thesis on “Banking system in Transition, its failures and lessons to be drawn”. Previous experience as specialist in banking system and administrator of Albanian Governmental Loans from international funds.
Started his professional career in 1987 at the Ministry of Transports as Tariffs and Standards Inspector. He worked as an economist at the National Bank, department of international affairs. From 1993- 1999, worked at the National Commercial Bank, first as a specialist at Letter of Credit and International Financing Department, then as a specialist at the Department of International Fund Administration and lastly Manager of the Credit Sector, International Financing Department.
April 1990-June 2003 worked as Finance Director of the Rural Financing Fund. He has been Union’s Finance Director of Saving& Loan Associations.From September 2005, he is Executive Director of the Albanian Development Fund.
Trainings in:
Banking and Functions of Loaning Institutions, Concessions and Finance of the Project for Infrastructure Development, Financial Analysis and Effective Management of Microfinancial Institutions, Risk Management and Interest Rates, Strengthening of the role of savings & loan associations and their Union, Project Management.
- September 2005- January 2008, Control Committee Member of the Credit Bank of Albania.
- Supervision Council Member of the National Bank of Albania from February 2008.
Tritan Brahimaj – Deputy Executive Director and Director of Infrastructure Department
Born in Tirana in 30 April 1972. Graduated in 1995 Politechnic University of Tirana, Faculty of Ingeneering, Hidrotechnik Profile. Previous Experience in Technical Design, Works Direction and Supervision of Civil Works and drafting of costs estimation and bill of quantities in both private and public sector Training in Direction and Supervision of Works. Trained in Project Cycle Management at the International Training Center of the ILO, Turin Italy. Trained in Management and Administration of the FIDIC Contracts provided by FIDIC, the International Federation of Consulting Engineers. Deputy Executive Director and Director of Infrastructure Department starting from April 2007.
Fitnet Kociaj – Director of Finance Department
Born in Tirana in 19 February 1962. Graduated in 1986 in University of Tirana, Faculty of Economics, Finance Profile. Working experience as Financier and finance manager in Public administration, Bank and projects related to the World Bank. Trained on the “New Accountability System” from the National Council of Accountability; “Disbursement Procedures in World Bank Projects”; “Financial Management & Disbursement in IFI-Financed projects”; “Project Management in WB –Funded projects: control of project delivery (time, scope, procurement, budget and resources)”. Director of Finance on Albanian Development Fund starting from January 2009
Blendi Bushati - Head of Development Plans Unit
Born in Shkodra in 10 May 1978. Graduated in 2000 University of Tirana, Faculty of Social Sciences, Philosophy-Sociology Department. Postgraduate Studies in Sociology and Local Development. Master degree in "Management of Development", University of Turin and the International Training Center of the ILO with the thesis "Sustainable Tourism Development in the Albanian Alps". Before joining ADF, had an experience in implementing projects in the civil society. Trainings in "Local Development Framework", "Project Management Cycle", "Conflict and Peace Impact Assessment", "Beneficiary Assessment". Joined ADF in 2003, Head of Development Plans Unit starting from 2005.
Mirela Piranjani – Head of Administration Unit
Born in Tirana in 16 July 1965. Graduated in 1987 in University of Tirana, Faculty of Economics, Statistics Profile. Postgraduate Qualifications in Informatics. Previous experience in Consulting, Finance and Administration Coordinator, Director in Treasury Section and administration of the External Debt. Trainings in “Basic Economies”, “Macroeconomic”, “External Debt”, “Grants and Loans Management”, “Debt Strategy Formulation, Planning and Policy”, “External Debt Rescheduling” Head of Administration Unit starting from 2006
Ermal Ilirjani – Head of Monitoring and Evaluation Unit
Born in Shkodra in 17 January 1977. Graduated in 1999 in University of Tirana, Faculty of Social Science. Previous Experience as high level director. Working experience in social studies, projects design and implementation, communications and public relations. Trained in "Designing Monitoring and Evaluation Plan", "Capacity Building on Local Development Plans", "Operational Project Planning", "Policy and Project Cycle management in framework of MDG-s, NSSED and SAA", "Public Relations", "Strengthening Local government and Citizens Participation", "Special knowledge on research for Minors emigration phenomena", "Fund Raising" .Head of Monitoring & Evaluation Unit starting from February 2007.
