Tirana 8 June 2009 - DEVELOPMENT PLANS FOR SEVERAL COMMUNES IN ALBANIA PRESENTED AT ADF'S HEADQUARTERS

 

From 4-5 June 2009, at ADF's headquarters, in the framework of "Community Works III" Program a meeting was held to present several development plans which were prepared by the consultants contracted by ADF. Representatives of the respective LGU-s were present at this meeting. To be more precise the following plans were presented:

  • The Management Plan of Thermal Waters in the Tregan Commune of Elbasan Region;
  • The Production Plan of Fresh Fruits and Vegetables in Kutalli Commune of Berat Region;
  • Tourism Development Plan for the coastal area in Ishem Commune.

The first and the second plan are narrow sectoral plans which consist in a concrete plan of action drafted by the consultants with the assistance of the local administrative staff. In relation to the third plan it might be said that it has a broader focus and it is at a strategy level. The aforementioned plan is prepared  by ISB (The Institute for Contemporary Studies) with the assitance of the local actors.

The Management Plan of the Thermal Waters in Tregan Commune  aroused much interest among the participants. The presentation of this plan at the commune in the presence of different interest groups, council members, administrative staff and common inhabitants brought about a vivid discussion.

The main goal of this program is the improvement of the thermal waters management . This goal shall be attained through four key objectives:
First Objective: The strengthening and development of tourism and treatment services sector via investment orietantiton and market improvement.
Second Objective: The efficient management of the natural resources which have a curative effect (Thermal waters and Muds).
Third Objective: The safeguarding, development and controlling of other natural resources which improve the image and perception of the treatment and tourism center (the SPA).
Fourth Objective: The obtainment of contemporary standards for health services favouring the groups in-need.

The plan sets forth a scheme according to which the curative service sector has to be managed. In other words this plan asks for all inhabitants, the commune, and the business community to be engaged in the proces of the internal dialogue with the output being a social contract whose principles shall guide the management of the natural resources in the region.
