The Community Center of Seman, on Friday 21st May 2010 from 10.00 – 12.30 hours organized in its premises the activity of “Cultural Day”.

This activity was attended by Mr. Luan Muça, Chairman of Fier Qark, representatives of the District Education Directorate, children and teachers from the 9th grade school in Topoje and the villages in the vicinity as well as representatives of the Albanian Development Fund which has enabled the construction of this Center.

The activity was opened by Mr. Sotir Zarka, the Chairman of the Commune. Mr. Benet Beci, the ADF’s Executive Director in his greeting speech among other things said that observing so many boys and girls who use this Center as a reference point, the investment made by the World Bank and the Albanian Government has already borne fruit. Mr. Luan Muca congratulated the Commune on the initiative of this “Cultural Day” which falls on the same period with the opening of the tourist season. The participants were also greeted by Mrs. Diana Koçiaj, representative of the District Education Directorate. Further on the activity continued with an artistic program, exhibition, volleyball match between schools and a chess match at commune level. Prizes were awarded for the winning volleyball team, chess player and best painter. The activity closed down with the voluntary cleaning of Seman beach, preparing it for the new summer season.

The reconstruction of the Community Center in Topoje which was finished in May 2008 in the framework of “Community Works II “Project is co-financed by the Albanian Development Fund (through IDA funds) and the Commune of Topoje at a cost of 14 million leke. This center is equipped with contemporary relaxing spaces, internet hall and meeting hall. Hence the beneficiaries of this center are about 180 school kids and 800 inhabitants of all age groups.

The Albanian Development Fund which was invited in this activity as the implementing agency in the course of the past years has financed 4 (four) other projects at an overall cost of 66. 000.000 leke. The inhabitants of this Commune have benefited via the reconstruction of 2 water supply schemes, 1 road section and 1 irrigation project.

Concerning the investments at Qark level, the Albanian Development Fund since its establishment in 1993 has accomplished 144 infrastructure projects in Fier Qark. Out of these investments, 70 primary infrastructure projects are carried out in the District of Fier.These investments consist in 47 road section up-grading, 19 water supply schemes, 3 social buildings (community centers, schools) and 1 irrigation project. Currently the ADF is implementing 4 rural infrastructure projects at a cost of 573. 000. 000 leke.
