This invitation for bids follows the general procurement notice for this project that appeared in Development Business No. 727 of May 31, 2008.
The Government of Albania has received financing from the Council of Europe Development Bank toward the cost of the Secondary and Local Roads Project, and it intends to apply part of the proceeds toward payments under the contracts for the civil works as given in the paragraph below.
The Albanian Development Fund now invites sealed bids from eligible bidders for the following tenders:
- CWC/ICB/2010/WL - Rec 32, Reconstruction of roads: National Road-National Bylis Park, Fier Region (5.47 km); National Road-Lapardha, Otllak Commune, Berat Region (1.61 km). The reconstruction period is 6 months.
- CWC/ICB/2010/WL – Rec 23, Reconstruction of roads: Ajasem (2.07 km); Dajc - Gomsiqe (7.14 km), Shkoder Region. The reconstruction period is 7 months.
- CWC/ICB/2010/WL – Rec 21, Reconstruction of road Vishaj - National Road, Tirane Region (8.9 km). The reconstruction period is 9 months.
In the case of a bidder submitting bids for more than one tender, it should indicate so in each respective bid and show that it meets qualification requirements for cumulative number of submitted bids. All bids and combination of bids shall be received by the same deadline and opened and evaluated simultaneously so as to determine the bid or combination of bids offering the lowest evaluated cost to the Employer (ADF). If a bidder submits a bid for more than one contract and he was the lowest evaluated responsive bid for more than one contract, then he will only be awarded the combination of contracts that he would meet the qualification criteria combined for all these contracts. If he cannot meet the qualification criteria combined for all the contracts and he submitted the lowest evaluated responsive bid, then the Employer will award only those contracts that he meets the qualification criteria provided that the combination of award will result in the lowest evaluated cost to the Employer for all three contracts.
For the contract or contracts that the lowest evaluated responsive bidder will not be awarded the contract or contracts due to lack of meeting the combined required qualification, the next lowest evaluated responsive bidder will be awarded the contract or contracts taken into consideration the application of the above procedure applied on the lowest evaluated responsive bidder in case he is not meeting the required qualification criteria for the combination of contracts.
Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, dated May 2004 and revised October 2006, and are open to all eligible bidders as defined in the guidelines.
Interested eligible bidders may obtain further information from and inspect the bidding documents from the Albanian Development Fund at the address below during office hours from 09:00 to 16:00, local time. A complete set of bidding documents in English language may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of 200 (two hundred) Euro or an amount in a freely convertible currency.
The method of payment will be cash, cashier’s check, or direct deposit to the Albanian Development Fund account number: 0100404651 Raiffeissen Bank - Tirana, Albania, SWIFT code: SGSBALTX, IBAN - Al 10202110130000000100404651. The Bidding Documents will be sent by airmail for overseas delivery and surface mail or courier for local delivery.
The bid must be accompanied by a bid security of as follow:
For CWC/ICB/2010/WL – Rec 32, 5,000,000 (five million) Albanian Lek
For CWC/ICB/2010/WL – Rec 23, 6,000,000 (six million) Albanian Lek
For CWC/ICB/2010/WL – Rec 21, 5,500,000 (five million and five hundred thousands) Albanian Lek
or an equivalent amount in a freely convertible currency, and be delivered to the address below by April 15, 2010, on 10:00 hrs (Albanian time). They will be opened immediately thereafter, in the presence of bidders’ representatives, who choose to attend, at the address below. Late bids will be rejected.
