This invitation for bids follows the general procurement notice for this project that appeared in Development Business No. 727 of May 31, 2008.

The Government of Albania has received financing from the Council of Europe Development Bank toward the cost of the Secondary and Local Roads Project, and it intends to apply part of the proceeds toward payments under the contracts for the civil works as given in the paragraph below.

The Albanian Development Fund now invites sealed bids from eligible bidders for the following tender:

1.  CWC/ICB/2010/WL-Rec 27, Reconstruction of roads: Berxulle – Domje; Shkalle – Shengjergj; Kryqezimi Grabian – Autostrada Rrogozhine - Lushnje (27.1 km). The construction period is 20 months.

Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, dated May 2004 and revised October 2006, and are open to all eligible bidders as defined in the guidelines.

Interested eligible bidders may obtain further information from and inspect the bidding documents from the Albanian Development Fund at the address below during office hours from 09.00 to 16.00, local time. A complete set of bidding documents in English language may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of 400 (four hundred) Euro or an amount in a freely convertible currency.

The method of payment will be cash, cashier’s check, or direct deposit to the Albanian Development Fund account number: 0100404651 Raiffeissen Bank – Tirana, Albania, SWIFT code: SGSBALTX, IBAN – Al 10202110130000000100404651. The Bidding Documents will be sent by airmail for overseas delivery and surface mail or courier for local delivery.

The bid must be accompanied by a bid security of: 19,500,000 (nineteen million five hundred thousand) Albanian Lek or an equivalent amount in a freely convertible currency, and be delivered to the address below by March 10, 2010, on 12:00 hrs (Albanian time). They will be opened immediately thereafter, in the presence of bidders’ representatives, who choose to attend, at the address below. Late bids will be rejected.
