INVITATION FOR EXPRESSIONS OF INTEREST

(Consultant Services for Detailed Engineering Design, Bidding Documents, Environmental and Social Assessments)

The Government of Albania intends to apply for financing in the amount of approx. US$ 40 million  from the Islamic Development Bank toward the cost of the Secondary and Local Roads Project, and it intends to apply part of the proceeds to payments for consulting services to be procured under this project.

The Project Development Objective is to improve the living conditions and alleviate poverty for the resident population in the hinterland of the reconstructed roads, by providing them with access to essential services and economic opportunities. The project proposes to achieve this objective through the civil works for the reconstruction of around 173 km of rural and secondary roads, which comprises the portion financed by IDB out of a multi-donor financed program for the overall improvement of about 1500 km of the secondary and local roads in Albania.   

Description of Consulting Services

The main objective of this consulting assignment is the preparation of detailed engineering designs, bidding documents, environmental assessment and management plans, social assessment and resettlement action plans.
 
The service to be carried out includes the detailed design of approx. 173 km of roads (local or secondary) in Albania that will be rehabilitated or reconstructed, in the regions of Shkodra, Kukes, Diber and Lezha. It is envisage that the services will be tendered in 4 lots.
 
The works for rehabilitating or reconstructing of roads will include the following, as required, largely on existing alignments:

  1. Sub-base, base and bituminous pavement;
  2. Widening and paving of shoulders;
  3. Widening of existing formation width by cutting on hill side and retaining walls on valley side
  4. Widening and stabilizing of embankments;
  5. Improvements to geometrics and improvements to or replacement of cross drainage structures;
  6. Repair, replacement and/or  construction of minor / major  bridges;
  7. Construction of bypasses as per requirements and where feasible;
  8. Traffic safety features including traffic control during construction;
  9. Road signs and markings;
  10. Environmental protection measures;
  11. Slope stability and bio-engineering measures; and
  12. Ground stabilization/improvements measures.

All members of the consultant’s team will be expected to work closely with Engineers in the implementing agency, which is Albanian Development Fund (ADF), who will contribute local knowledge and expertise.

The services would be accomplished in a six months period. 

Expression of Interest

The Albanian Development Fund now invites eligible local consultants (companies) to indicate their interest in providing the services.

Interested consultants must provide information indicating that they are qualified to perform the services. They must include in their expression of interest the following information:

1. The overall company profile, organisation and staffing, origin country, country of registration;
2. The general experience of working in similar conditions;
3. Experience of the firm(s) in the required area of expertise and details of relevant experience of similar assignments undertaken in the last five years (the information submitted shall include for each project, as a minimum, the following: project title; contractual role of the firm; the presence of any affiliate or parent companies and their respective roles; location; start and completion dates; value; name of the client; funding source; objectives and brief narrative description of the project, functions and tasks carried out; and written references where possible);
4. Annual turnover of the firm(s) for at last 5 years.
5. CVs of suitable staffs who could be available to work on the assignment and who have worked previously on similar projects.

Consultants may associate to enhance their qualifications.

The consultants (companies) will be selected in accordance with the procedures set out in the IDB’s Guidelines for the Use of Consultants under IDB Financing, dated June 2005.
