INVITATION FOR EXPRESSIONS OF INTEREST
Consultant Services for Detailed Engineering Design and the Preparation of Tender Documents and Environmental and Social Assessments
This notice follows the General Procurement Notice (GPN) for this project that has been published in the Official Journal of the European Union on 17 December 2009, the Albanian Development Fund website on 15 December 2009 and EBRD’s website on 10 December 2009.
The Government of Albania (GoA) has applied for financing in the amount of approx. EUR 104 million equivalent from the European Bank of Reconstruction and Development (EBRD) and European Investment Bank (EIB) toward the cost of the Secondary and Local Roads Project.
The objective of the project is to improve access to essential services and economic markets, via the provision of all weather roads, for the resident population in the hinterland of the project roads. The project proposes to achieve this objective through (i) the improvement of priority sections of the secondary (regional) road network across Albania; (ii) the improvement of priority sections of the local road network across Albania; (iii) the introduction of the private sector in the maintenance of the secondary and local road network; and (iv) strengthening of the management of the secondary and local road network.
For the purposes of assisting the GOA with the project preparation and implementation phase of the project the GoA has obtained funding from the Western Balkans Investment Framework (WBIF) from which it is envisaged this Assignment will be financed. The main objectives of this Assignment are the preparation of detailed engineering designs, tender documents, environmental assessment and management plans, social assessment and resettlement action plans.
The services to be carried out include the detailed design of approx. 500 km of roads (local or secondary) in Albania that will be rehabilitated or reconstructed. The works for rehabilitating or reconstructing of roads will include the following, as required, largely on existing alignments:
- Sub-base, base and bituminous pavement;
- Widening and paving of shoulders;
- Widening of existing formation width by cutting on hill side and retaining walls on valley side
- Widening and stabilizing of embankments;
- Improvements to geometrics and improvements to or replacement of cross drainage structures;
- Repair, replacement and/or construction of minor / major bridges;
- Construction of bypasses as per requirements and where feasible;
- Traffic safety features including traffic control during construction;
- Road signs and markings;
- Environmental protection measures;
- Slope stability and bio-engineering measures; and
- Ground stabilization/improvements measures.
All members of the consultant’s team will be expected to work closely with the technical staff in the implementing agency, the Albanian Development Fund (ADF), who will contribute local knowledge and expertise. An essential feature of the Assignment will be the transfer of ‘good practice’ knowledge and experience to counterpart staff in ADF.
The Albanian Development Fund now invites eligible consulting firms to submit an Expression of Interest for the provision of these services.
In order to determine the capability and experience of consulting firms seeking to be shortlisted, the information submitted shall include the following:
- company profile, organisation and staffing;
- details of relevant experience of similar assignments undertaken in the last five years (the information submitted shall include for each project, as a minimum, the following: project title; contractual role of the firm; the presence of any affiliate or parent companies and their respective roles; location; start and completion dates; value; name of the client; funding source; objectives and brief narrative description of the project, functions and tasks carried out; and written references where possible); and;
- CVs of suitable staffs who could be available to work on the assignment and who have worked previously on similar projects.
If a firm considers it does not possess all the required expertise for the assignment, it may consider forming a joint venture partnership with other firms. In such cases the Expression of Interest should provide the aforementioned details for each partner and an indication which firm is the lead partner. A shortlist of qualified firms will be based on the response to this invitation, after which shortlisted firms will be invited to prepare their proposals.
The above information should not exceed 20 pages, excluding CVs.
Assignment Start Date and Duration It is envisaged that the Assignment will commence in mid 2010 and have a total working period of approximately 12 months. However the assignment will be divided into 3 or 4 tranches, over a period of four years. The duration and scope of the assignment may be extended during its implementation.
Eligibility: Consulting firms from any country are eligible for shortlisting and selection.
Consultant Profile: Corporate services are required. The Consultant will be a firm or a consortium of firms with extensive experience in:
- The preparation of detailed designs for road rehabilitation projects;
- The preparation of tender documents in accordance with IFI (or similar) procurement rules;
- The preparation of environmental assessment and management plans and social assessment and resettlement action plans.

The publication of this invitation for Expressions of Interest does not commit the Contracting Authority to implement the project.
